We request that a <br />statement similar to the one contained on page 2.04.4-2 be <br />incorporated into the geology section of the mine plan to clarify <br />the lessee's commitment to comply with these Federal lease <br />stipulations. <br />We have determined that no wildlife habitat loss or displacement <br />from historic habitat will occur on the lands in Federal lease <br />C-30656. Compliance with Sec, 31, Special Stipulation (b) of lease <br />C-30656 will not be required in this revision. <br />We have not received the socio-economic and transportation impact <br />mitigation study required under Sec. 31, Special Stipulation (c) of <br />Federal lease C-30656. In order to complete our review of this <br />revision, this requirement must be addressed. <br />It is not clear if the proposal method of permanently sealing drill <br />• holes on the Federal leases complies with our agency regulations. <br />A statement on Page 4.01-18 refers to a detailed discussion of the <br />sealing of drill holes in Section 2.05.4, Reclamation Plan. We <br />could not find this discussion. We request that this discussion be <br />developed in compliance with 43 CFR 3484.1(a)(1) and incorporated <br />into Section 4.07, Sealing of Drill Holes and Underground Openings <br />rather than cross referencing it into another section. <br />No other compliance problems with special lease stipulations or <br />applicable agency regulations were identified. <br />RESPONSE Page 2.05.3-21 has been revised to address discovery of <br />paleontological and cultural resources. <br />Copies of the socio-economic and transportation impact mitigation <br />study, conducted by Empire Energy Corporation, have been made <br />• available to BLM. <br />39-35 <br />
