u. Empire has provided locations of certain of their test borings on
• Map 7, Geology and on various other maps in the permit package.
Some known exploration boreholes, however, are not located on any
map in the package. Empire should provide a comprehensive map with
locations of all test or exploration boreholes together with a
listing of the depths and elevations of each.
RESPONSE: Empire Energy Corporation has revised Map 7, Geology;
included Map 8A, "E" Seam Bottom Structure, and has submitted
additional confidential material to CMLRD by letter dated January
15, 1987 in addressing this concern.
Rule 2.05.6(3) Protection of Hvdrolooical Balance
a. Empire has indicated on page 2.04.7-21 that the No. 5 and No. 6
Mines might be capable of surface discharge after the completions
of flooding. Mine seals will be used in the portal to prevent this
discharge. If the flooding results in discharge at the .level of
the portal, enough hydrostatic head might also be developed in the
flooded portions of the "E" seam to cause discharge in the subcrop
area under the Williams Fork River Valley. The mine water
resulting from this flooding will probably be more degraded than
currently encountered. Even significantly smaller discharge of
this more degraded water could equal or exceed the effects of the
discharge now permitted or anticipated from the active mines.
Empire should address this concern, submit estimates of the
quantity and quality of potential discharges into the Williams Fork
River and alluvium at the subcrops of the "E" coal seam &
hydraulically related sediments based on best available
information. Empire should also evaluate the effects on the
surface water and the alluvial aquifer into which this discharge
may occur.
Ci
39-16
