Waste DisFosal Area, No. CO-030-TU-78-6:
a) Trees cut down during development of the refuse lifts will be removed from
the site. This will eliminate vegetation debris which creates strong visual.
contrasts and would become a visual impact for people traveling the Stevens
Gulch Road.
b) Sequential development stages and bench configuration steps identified in
diagrams I-18 and I-19 (attached) will be followed by CWI in the development
of the subject refuse disposal site.
c) CWI will maintain a $5,000 performance bond for the subject refuse area.
d) CWI will request by letter at the appropriate time as directed by the BLM's
authorized officer, that the subject TLUP be converted to a long-term lease
under Section 302(a) of FL,PMA. The subject TLUP is temporary authorization
to construct and use the public lands in question pending the completion of
long-term lease regulations.
• e) Excessive watering of rehabilitated areas will not be allowed. Only enough
water to meet consumptive use of the vegetation will be applied.
f) Refuse will be covered by at least 15 to 18 inches of topsoil and seeded
with the aid of mechanized equipment.
g) As it becomes necessary, additional topsoil will be obtained from off-site
sources.
h) To further control erosional impacts, revegetation of disturbed area will
commence during the late fall or early spring period immediately following
construction. Selected species must include a diversity of grasses, forbs,
and shrubs native to the area or with proven adaptability. The plants chosen
must be capable of sustaining and regenerating themselves under existing
soil and climatic conditions, although supplemental moisture and nutrients
may be used during initial establishment.
•
