<br />Rationale for Approval Recommendation <br />Delta Paving Gravel Pit <br />File No. M•98-705 <br />Aoril 7. 7 999 <br />a. Requested wetlands delineation <br />Page 3 <br />IWSERCI <br />Pursuant to Rule 6.4.3(e), DMG requested that the operator clarify wetland areas, as a <br />vegetation type, on the Mining Plan Map. The operator submitted a new Exhibit C, which <br />delineate wetland areas located within affected lands and provided copy to the public file <br />located at the Clerk and Recorders Office. <br />3. Comments specific to Exhibit D, Mining Plan <br />a. Rate of production is not clear <br />(Shepard) <br />The Act and Rules do not limit the rate of production for construction materials operations. <br />An applicant is not required to declare the anticipated tonnage of primary commodities to be <br />excavated per year. However, the applicant clarified the issue by submitting a new <br />application form, indicating approximately 70,000 tons per year of sand and gravel excavated <br />and provided copy to the public file located at the Clerk and Recorders Office. <br />b. Extent of impacted erea not clear <br />(Shepard) <br />Affected lands are well defined in Exhibits A, B, C, D, E and F, in accordance with the Act and <br />Rules. <br />c. Operation could last 30 years <br />(Simpson, WSERCI <br />The application estimates that the life of mine will be 10-15 years. However, the Act and <br />Rules state that an operator shall not be required to meet specific dates for initiation, or <br />completion of a mining phase as may be identified in the timetable. A permitted operation <br />may continue, providing the operation remain in compliance with the approved permit <br />conditions, the Act and Rules. <br />d. Heu/ road embankment show/d be sloped and revegetated to <br />the same specifications as reclaimed areas (Delta SCD/ <br />The performance requirements of Rule 3.1 require an operator to stabilize affected lands, <br />control erosion and siltation of the affected lands, and protect areas outside the affected land <br />from slides and other damage. However, the Act and Rules do not specify that road <br />embankments must be maintained at 3H:1 V or stabilized specifically with vegetative cover. <br />e. Locate processing p/ant as fer as possib/e from river and <br />riparian vegetation <br />(DOW) <br />The applicant has replied that the processing site is located in an area previously disturbed by <br />mining operations, out of the riparian areas and as far from the river as possible, remaining on <br />Delta Paving property and within permit boundaries. <br /> <br />f.
