environment. Denial shall become final upon the expiration of time for filing an <br />appeal, or when final action is rendered, whichever comes first. <br />B. Requesting the Board of Health to Reconsider It's Decision: <br />1. In the event the local board of health denies an appeal under Section 3.04.A <br />of these regulations or denies an application which requires mandatory review <br />by the local board of health, the applicam may request the Local board of <br />health to reconsider it's previous decision of denial. Such request for <br />reconsideration must be in writing and must be submitted within thirty (30) <br />days after the decision of denial by the local board of health. The request for <br />reconsideration will only be considered if the application provides new and <br />additional, significant information which was not provided in the original site <br />plan aad proposed system. <br />2. )f an applicant changes the location of his proposed site or provides for a <br />different system than that which was descnbed in the original application, a <br />new application for a permit must be submitted and appropriate fees paid <br />before the changes in location or system will be considered. <br />3.05 Inspection Procedures <br />A. Gilpin County <br />At the increments prescribed below, the system contractor or owner shall notify the local <br />heahh department. Once notification bas been received the local health department w~ make <br />inspection of the system as soon as practicable. Work may not continue until all incremental <br />inspections aze complete. <br />Open Hole -upon completion of excavation, the heahh officer shall inspect and measure the <br />open hole for compliance with design specifications. if the system is excavated beyond the <br />intended gravel Ltyer, prior inspection and signed approval of all imended backfill must Have <br />been wmpieted by the design engineer. Upon approval, the health ofl5cer or his/her <br />designated representative shall leave written notice at the site. Such notice of approval shall <br />be considered as permission to continue work <br />Final Inspection -When constnrction of a sewage disposal system has been completed and <br />prior to replacing soil over the system, the health officer orhis/her designated representative <br />shall inspect to ensure that the system has been installed in accordance with these regulations <br />and the permit. Upon final approval, the health officer or his/her designated representative <br />shall leave written notice at the site. Such notice of approval shall be considered as <br />permission to replace soil or fill over the inspected system components. <br />16 <br />
