i_ _, <br /> <br /> <br />Rationale for Approval Recommendation Page 3 <br />Application (or Stone Gravel Pit <br />Permit No. M-97-089 <br />detail to explain the methods and sequence of the proposed operation for Units I -XII, as <br />required by the Act and Rules and Regulations. The original Mine Plan and Map indicated <br />twelve extraction units, each approximately 150' wide. Extraction operations commence <br />at Unit I, located at the SW corner of the permit area, and proceed north in 150' <br />increments to Unit XII. The west boundary of each extraction unit is located approximately <br />150' east of the west permit boundary. The east boundary of each extraction unit is <br />defined by the Mining Limits line, as indicated on the Mine and Reclamation Plan Maps. <br />The Mining Limits and Disturb Limits lines indicated on the Mine and Reclamation Plan <br />Maps delineate the eastern boundary of affected lands. <br />Mining sequence for each unit, including contemporaneous reclamation, is as follows: <br />salvage and stockpiling of topsoil and overburden, topsoil is to be stockpiled separately <br />from overburden; excavation and processing of desired material; replacement of <br />overburden and grading of worked out pit; topsoil replacement; application of seed and <br />mulch; and proceed to subsequent unit... <br />The Mining Plan and Map did not indicate additional extraction units beyond Unit XII. <br />However, the Reclamation Plan Map indicated that extraction operations may continue <br />approximately 600' north of Unit XII. DMG requested clarification from the operator <br />regarding the apparent inconsistency between the Mining Plan and Reclamation Plan. The <br />applicant clarified that extraction operations would continue beyond Unit XII, to include <br />Units XIII - XVI, as indicated on the Reclamation Plan Map. <br />Response - 2e. and g. -General location of processing equipment and other facilities are <br />indicated on Mining Plan Map. The Act and Rules and Regulations do not require that the <br />Mine Plan Map indicate the precise location of individual equipment units and portable <br />facilities. Product stockpile and processing area for Units I -III is located along the east <br />side of Units I -III, approximately 1,150' from County Road 21. Product stockpile and <br />processing area will migrate north as extraction operations continue north. Temporary haul <br />route from excavation area to processing area is located within previous pit areas and will <br />be reclaimed as operations proceed. <br />Response - 2f. -Operations will utilize previously existing roads. Access to the permit area <br />is gained from an existing BLM access road from County Road 21. The Plans and Maps <br />indicate that a portion of an existing BLM access road (dirt surfaced road) passes through <br />the proposed stockpile and processing area for Units I -III. In the interest of public safety <br />and to ensure continued public access to BLM lands, the operator has committed to <br />relocation of approximately 1,000' of the BLM access road, routing the road around the <br />processing area. Pursuant to Rule 1.1(31, portion of road to be relocated are included as <br />affected lands. BLM and applicant have agreed to road construction and maintenance <br />standards for BLM access roads utilized by the proposed operation. <br />Response - 2.h. -The Act and Rules and Regulations do not address "visualize". <br />
