Location • <br />Haul roads will be located on ridges or on the most stable available slopes to minimize <br />erosion. No part of any haul road will be located in the channel of an ephemeral stream <br />draining a watershed of at least one square mile, intermittent, or perennial stream unless <br />specifically approved by the Division. <br />Fords of ephemeral streams draining a watershed of et least one square mile above the <br />diversion or intermittent streams are prohibited unless they are specifically approved by <br />the Division as temporary routes during periods of construction. Fords of perennial <br />streams will not be approved. The fords will not seriously alter the normal flow of <br />water, contribute to stream sediment load or adversely affect fish, wildlife, and related <br />environmental values. All other stream crossings will be made using bridges, culverts, <br />or other structures designed, constructed, and maintained to meet the requirements of <br />4.03.1(4). Haul roads will be located to minimize downstream sedimentation and flooding. <br />Nothing in 4.031(2) will prohibit HGTt from diverting a stream channel in accordance with <br />4.05.4. <br />Design and Construction • <br />Haul roads not within the disturbed area in accordance with 4.05.2(4) will be designed <br />and constructed or reconstructed in compliance with the following standards in order to <br />control erosion and disturbance of the hydrologic balance. <br />Vertical alignment. The overall maximum road grade will not be steeper than 10h:1v (10 <br />percent). The maximum pi ich grade will not be steeper than 6.Sh:ty (15 percent). There <br />will not be more than 300 feet of pitch exceeding 10 percent within any consecutive 1,000 <br />feet, but in no case will there by any pitch grade steeper than 6.Sh:1v (15 percent). <br />Horizontal alignment. Haul roads will have a horizontal alignment as consistent with the <br />existing topography as possible, and will provide the alignment required to meet the <br />performance standards of 4.03.1. Horizontal and vertical alignment will be coordinated <br />to ensure that the road will not cause environmental damage. <br />Road cuts. Cut slopes will not be steeper than 1.Sh:1v in unconsolidated materials or <br />0.25h:1v in rock, except that steeper slopes may be specifically authorized by the <br />Division if geot ethnical analysis demonstrates that a minimum safety factor of 1.5 can be <br />maintained or if geotechnical analysis demonstrates that a safety factor less than 1.5 <br />2 <br />
