• will not result in significant environmental harm or harm to the public health and safety. <br />Temporary erosion control measures will be implemented during construction to minimize <br />sedimentation and erosion until permanent control measures can be established. The entire <br />road cut including the surrounding area disturbed by construction will be stabilized with <br />respect to erosion by a vegetation cover or other means approved by the Division <br />immediately after construction is complete. Where a vegetation cover is used, <br />consideration will be given to providing an appropriate growth medium. <br />Road embankments. All vegetation material and topsoil will be removed from the <br />embankment foundation during Construction to increase stability, end no vegetation materiel <br />or topsoil will be placed beneath or in any haul road embankment. In no case will acid-bearing refuse materiel be used outside <br />the confines of the coal processing waste bank.
