APPE ND Ix 12-3 <br />• ROAD REQUIREMENTS <br />Haul Roads <br />General Requirements. Hayden Gulch Terminal, Inc. (HCTI) will ensure that construction, <br />maintenance, and postmining conditions of haul roads into and across the site of <br />operations will control or prevent, to the extent possible, erosion and siltation, <br />pollution of water, or damage to public and private property. <br />To the extent possible, using the best technology currently available, haul roads will <br />not cause damage to fish, wildlife, end related environmental values and will not cause <br />additional contributions of suspended solids to streamf low or to runoff outside the permit <br />area. Any such contributions will not be in excess of (imitations of State or Federal <br />law. <br />The design for haul roads wilt be based on geometric criteria appropriate for the <br />• anticipated volume of traffic and weight and speed of vehicles to be used. <br />The design and construction or reconstruction of haul roads not within the disturbed area <br />in accordance with 4.05.2(4) will be certified by a qualified registered professional <br />engineer, if required by the Division for good cause shown. <br />Alternative design criteria and specifications may be utilized after approval by [he <br />Division upon a thorough analytical demonstration by a qualified registered professional <br />engineer that such alternatives will be as environmentally sound as that resulting from <br />haul roads complying with the requirements of 4.03.7 and meet such other criteria as are <br />necessary, taking into consideration physical, climatological end other characteristics of <br />the site. <br />All haul roads will be removed and the land affected reclaimed in accordance with the <br />requirements of 4.03.1(7) unless retention of the rood is approved as pert of the approved <br />postmining land use and the road complies with all applicable performance standards and <br />the landowner requests to the Division in writing, that the road or certain parts thereof <br />• are to be left open for further use. <br />7 <br />
