I believe a has unrealistic expectations for <br />success. I suspect Rs failure will be primarily a result of poor projections for demand. As such It is <br />important to us who live adjacent to the proposed site that sufficient financial and legal means be in <br />place to ensure the correct day to day operations and long term recovery plans are carried out. <br />The first component in a plan that will achieve this requires a detailed plan for operation and recovery of <br />the proposed mine. The second component requires methods for measuring compliance wRh Rs <br />various permRs. The third component requires statements of penaRies for non-compliance. The fourth <br />component requires Remization of the legal avenues pursuable to provide enforcement. <br />Without identifying each component, there is a serious risk that in the event of an economic downturn <br />at the site the quality of life of residerrts in the area both during the operation and after site recovery will <br />be compromised. <br />While the existing proposal has a fair amount of detail regarding part of one of the components (the <br />recovery plan) there is little or no discussion of the remaining components. There is a need for the <br />other components. There is also the need for clarifications and precision in the existing recovery plan <br />Finally there is a need to include commitments for day to day operations. This process is necessary <br />because wfthout precise knowledge of what is supposed to happen R is not possible to determine the <br />financial provisions necessary to handle a failing business plan. <br />Thanks again for this opportunity to comment <br />Sincerely, <br />David and Janet Bradley <br />
