Commissioner Mitsch Bush <br />voted no based on Sections 8.3.1.3D (2b) and 8.3.1.3D (2f) as well as a general concern _ .- <br />with wildlife issues. Commissioner Garren: Not opposed to the permit but feels there is <br />insufficient information regarding the intersection of Highway 40 and the RR crossing. <br />Motion carried <br />Citv of Steamboat SoringslConnell Resources/Yamoa Vallev Recvclinq Committee - _ <br />Amendment to Special Use Permit to crush glass. Located on a portion of the S2, Section <br />11 and a portion of the S2 Section 12, Township 6 North, Range 84 West and approximately <br />5 miles west of Steamboat Springs on the north side of U.S. Highway 40 at the Connell <br />Gravel Pit. - <br />Wendy DuBord, City of Steamboat Springs, introduced the recycling committee members, who <br />are in the audience and support the petition. She said the operation will have minimal impacts to <br />visual and noise levels, especially when compared to other recycling operations she visited. <br />Commissioner Garren asked about the stockpiles. Ms DuBord stated that heaps of glass will be <br />stockpiled within concfete barriers. She said it will be a small pile and will be not visible except <br />from the pit itself. <br />Ms DuBord stated that Michael Zopf gave no indication of environmental health hazards. <br />Tony Connell, property owner, stated that the crusher will not visible from Highway 40 nor will it <br />interfere with air traffc (from glare). He said the intention is to mix the crushed material with road <br />base. Labels and bottle caps will be placed into a bin which Waste Management will haul to the <br />Milner land fll. <br />Mr. Connell referred to proposed condition 1 and explained that when the money is available, a <br />larger crusher would be purchased. <br />Mr. Connell stated that approval of this petition will reduce truck traffic by eliminating some trips to <br />the Milner land fill. <br />In response to a question from Commissioner Holly,. Ms DuBord stated that the intent is to move <br />the crusher to other Counties for their use since this would be less expensive than hauling glass <br />to the crusher. <br />Bridgett O'Rouke spoke in support of the proposal. She said this is an important pilot project <br />which has been funded by the State as part of a regional recycling project for the western slope. <br />She said the crusher will be mobile to the greatest extent possible. A significant investment has <br />been made in the crusher so the intent is to operate it as much as possible. Ms O'Rouke stated <br />that this will be a great benefi to the community. <br />Chairman Brookshire asked about the term of permit. Ms Fox stated that this is an amendment to <br />the Connell permit which she believes expires in 2002. <br />In response to a question from Commissioner Garren, Ms Fox stated that ii a larger crusher is <br />purchased, the change can be handled administratively as an amendment to the SUP. <br />In terms of the maximum of 8 truck trips per month, Ms Fox stated that tour truck trips were <br />anticipated. <br />Correspondence: <br />
