Final Pit Backfillinc (Year 31 <br />Page 4.B-2 of the application indicates that the backfill <br />volume required is 200 cubic yards of material per foot of pit <br />length, as rer Exhibit 4.8-6. E::hibit 4.8-6 could not be <br />located in any cf the Divisions copies of the .rain application <br />or renewal application. In order to verify the applicants <br />volume estimates, E;:hibits 3.3-3 and 3.3-4 were used to <br />calculate and average pit cross-=_ectional areas, and E;:hibit <br />4.8-1 was used to determine nit length. Using the 3rd cut pit <br />cross-sectional areas from Section A-A' and H-B', an average <br />figure cf 52^.67 cubic yards per lineal foot of pit was <br />calculated (depth measured from bottom of lowermost mined coal <br />seam to the projected reclaimed surface line, width measured <br />from highwa'_l to closest ungraded spoil slope). This figure <br />differs substantially from the 200 cubic yards of material per <br />linear foot of pit provided in the renewal application. Total <br />pit length, estimated at 10,800 feet, was taken from Exhibit <br />4.8-_. The applicant needs to e::plain this apparent <br />discrepancy i:_ the volume calculations. Revecetat•ion <br />The applicant should revise the hourly farm tractor cost to <br />reflect current (1986) rates for such equipment. Rental rates <br />for each attachment (contour furrow, drill, fertilizer <br />spreader) should be added to the basic hourly tractor cost. <br />A REVISED SET OF BONDING CALCULATIONS ARE ENCLOSED WITH THE <br />APPROPRIATE COST CHANGES AS REOUE5TED. THE ENTIRE SECTION 4.8 <br />HAS BEEN REPRODUCED AND MAY PE SUE5TITUTED DIRECTLY INTO THE <br />PERMIT FOR THE EXISTING SECTION 4.9. <br />The current open shop labor rate for a farm tractor operator, <br />• as per the Department of Labor/Department of Highway's current <br />schedule is 13.69 per hour. <br />SEE ABOVE RESPONSE. <br />
