• Using the February 15, 198E published price list• from the
Arkansas Valley Seed Company, the cover cr^p seed m_;: (from
Table 4.4-1A) totals $108.91 per acre. The final seed mi;:
(from Table 4.4-1) totals 224.34 per acre. For the purposes ~'
estimating performance bond coverage, seed prices should be
representative of what an independent contractor would have to
pay. 'Therefore, the Division utilizes published =_eed price=_
from reputable dealers to estimate the cost of reclamation seed
mixes.
A REVISED SET OF PONDING CALCULATIONS ARE ENCLOSED WITH THE
APPROPRIATE COST CHANGES A5 REQUESTED. THE ENTIRE SECTION 4.8
HAS BEEN REPROD!lCED AND MAY BE SUBSTITUTED DIRECTLY ZNTO THE
PERMIT FOR THE EXISTING SECTION 4.8. I^_ SHOULD BE NOTED THE
COVER CROP CONSISTS OF GNLY WINTER WHEAT. THE SEED MIXTURE
INDICATED IN TABLE 4.4-1A IS USED FOR STABILIZATI0;1 OF TOPSOIL
PILES ONLY.
No information regarding the type of fertilizer cr ra+,e of
application could be foun3 in t•he permit application. Before
the Division can verify the accuracy of the fertilizing cost
estimate, t•he type of fertilizer to be used and rate of
application needs to be provided.
• FERTILIZER COSTS AF.E NOT CONSIDERED A GUARRAtJTEED COST OF
RECLAMATIGN. FERTILIZER HAS iJOT AL6JAY5 BEEN REAL'?REP BY THE
MINE SOILS. FERTILIZER IS USED ONL'.' 41HEN NECESSARY AS
DETERMINED BY SAMPLING AFTER REDISTRUBITION OF TOPSOIL. THE
TYPE AND RATE OF FERTIZER, WHEN USED, IS BASED ON THE MINERAL
DEFICIENCIES PRESENT ItJ THE SOIL, IF ANY, RESULTING FROM
ANALYZING THE REDISTRIBUTED TOPSOIL. TO DATE ONLY NITROGEN
DEFICIENCIES HAVE BEEN FGUND TO OCCUR I^1 AREAS ;JHERE NO TOPSOIL
IS BEItJG RREPLACED. THEREFORE, P&M P.AS ASSUMED 100% COVERAGE
OF NON-TOPSOILED AREAS AND AL50 INCLUDED A 30% COVERAGE OF
AREAS TO BE TOFSOILED AS A CONTINGENCY FACTOR. THE PRICE IS
BASED ON THE ACTUAL CONTRACTOR PRICE QUGTED FOR 1986 AT THE
EDNA MINE FOR THE APPLICATION OF NITROGEN.
3. Miscellaneous Reclamation Costs
The costs for removing mine associated powerlines, ~.~a*.er
withdrawal facilities, haul and access road culverts and
diversion ditches should be included ir. the estimate.
Additionally, the cost of installing ary fences to be
constructed around revegetated areas, if required in the
approved reclamation plan, should also be included in the
estimate.
Appropriate mobilization and demobilization costs for each
• piece of mobile equipment used during reclamation need to be
added to the estimate. Such costs would be incurred by an
independent contractor in transporting equipment to and from
the job site.
