The mixture is based on rate of 25 pounds pure live seeds per <br />acre. The Soil Conservation Service (SCS) has conducted <br />extensive studies to determine optimum seeding rates. For <br />critical area planting (i.e.: mined sites), the SCS recommends <br />seeding at a rate of 40 pure live seeds per square foot (drill <br />rate) for non-irrigated areas. P&M should revise this seed <br />mixture to reflect the SC5's recommendation. <br />IT WAS MUTUALLY AGREED TO LEAVE THE SEED MIX EXPRESSED IN <br />TERMS OF POUNDS PER ACRE. NO CHANGE IN THE PERMIT TEXT IS <br />REQUIRED BY THIS COMMENT. <br />• <br />C. A review of the seed mixture (Table 4.9-1A) listed on page 4.9-28 <br />raised the following concerns. <br />1. Smooth brume consists cf 20.7 percent of the mixture. Recent <br />observations by Division personnel of reclaimed areas indicates <br />that this species has a propensity t•o dominate the site if <br />planted in er.cessive rates. The seeding of the topsoil <br />stockpiles with smooth brume at this rate would not initially <br />create a concern since this species would insure stabilization <br />of the pile and reduce wind and water erosion. However, once <br />the topsoil has been redistributed on reclaimed sites, smooth <br />brume has shown an affinity to e::press itself thus creating a <br />problem. P&M should substantially reduce the percentage of <br />this species or remove it entirely from the seed mi;:ture. <br />IT WAS MUTUALLY AGREED BY MLRD AND P&M TO DELETE THIS COMMENT. <br />2. The seed mir.ture should be reduced t•o reflect the SCS's <br />recommended rate of 40 pure live seeds per square foot. <br />(Note above Discussion - 2.C). <br />SEE RESPONSE TO COMMENT VII.B.2. <br />D. They regulations pertaining to grazing of reclaimed areas <br />(Rule 4.15.5) were recently revised.
