Tables 3.5-3, 3.5-4 and 3.5-5 should be revised to omit the <br />reference to drainage areas to Ponds lA-7A as these ponds are no <br />longer proposed as part of the application. Appropriate <br />designation of these drainage areas contributing runoff to Culverts <br />MC-3 through MC-9 should be made on the tables and the map exhibits <br />referenced. <br />REVISED TABLES WITH APPROPRIATE DESIGNATIONS FOR THE DRAINAGES ARE <br />ENCLOSED AND MAY BE SUBSTITUTED DIRECTLY INTO THE PERMIT FOR THE <br />CORRESPONDING PAGES OF TABLES 3.4-3, 3.5-4 AND 3.5-5. <br />VI2. Reclamation Plan - 2.05.4 <br />A. Section 4.4.3 specifies that "Seeding will be conducted in the <br />Spring (April 15 to July 15) and/or Fall (August IS to <br />November 30)". The accepted and desired practice is to seed prior <br />to the season of predominant moisture. Since the predominant <br />moisture season in the Edna Mine area is winter, seeding should be <br />• accomplished is the Fall. The Division recommends that the last <br />sentences of this section be revised to read as follows. <br />"Seeding will be conducted in the Fall months (September 15 to <br />November 30) unless extenuating circumstances occur inhibiting <br />seeding at which time seeding will occur the following Spring <br />(April 1 to June 15)." <br />THE SUGGESTED LANGUAGE IS ACCEPTABLE, EXCEPT THAT THE DATES NEED TO <br />REMAIN THE SAME AS SPECIFIED (APRIL 15 TO JULY 15 AND AUGUST 15 TO <br />NOVEMBER 30) TO ALLOW FOR THE AREA'S EARLY WINTER - LATE SPRING <br />WEATHER CONDITIONS. A REVISED PAGE 4.4-26 IS ENCLOSED AND MAY BE <br />SUBSTITUTED DIRECTLY INTO THE PERMIT FOR EXISTING PAGE 4.4-26. <br />B. A review of the seed mixture listed on page 4.4-27 raised the <br />following concerns. <br />1. The mixture contains 19 grass species, 4 forb species, and 4 <br />shrub species. The Division is concerned that the <br />over-abundance of grass species will result in a vegetation <br />stand composed solely of grasses without the necessary forb and <br />shrub components. P&M should revise the seed mir.ture by <br />reducing the number of grass species and/or increasing the <br />number of forb and shrub species. <br />The mixture relies heavily cn three grass species: slender <br />. wheatgrass (10 percent), Russian wildrye (10 percent), and <br />western wheatgrass (12.4 percent). P&M may want to reduce the <br />percentages of these species and increase the percentages of <br />other species to reduce the potential of these three grass <br />species predominating by crowding out the other planted <br />
