h. Atty areas with roadway gradient in excess of 12%, or soft areas which exhibit rutting <br />in excess of 6 inches, shall have 3 inch minus crushed rock applied in sufficient depth to <br />stabilize the rutting. The surface of the road shall be maintained to minimize ruts and <br />provide for sheet drainage across the roadway. <br />i. The road surface width will not exceed 14 feet for those roads where the larger drill rig <br />will be used, except in locations which require curve widening. These locations must be <br />identified on the ground and approved by the District Ranger. <br />j. The West Flatiron access road will be gated and closed to public use in full-sized <br />vehicles for the dwation of the project, including MCC monitoring. Road use will be <br />restricted to personnel associated with operations or maintenance of the facilities and <br />monitoring, and will be minimized as much as possible. <br />5. If drilling operations continue past the time of current closwes on FDR 711 and <br />711.2B, MCC will be responsible for erecting a temporary closure device to prevent <br />public access on the road. This closwe must meet the requirements of the Manual of <br />Uniform Traffic Control Devices (MUTCD). <br />6. When access is no longer needed, the Forest Service shall approve permanent closure <br />devices and road disposition. Generally, all roads will be returned to their previously <br />approved status, eg. closed to all motorized vehicles, or open to ATVs only. There may <br />be a need for temporary road closwes to control public access if MCC will utilize the <br />roads in the near future. All drainage structures shall be maintained and approved prior <br />to closure of the route. All disturbed areas shall be seeded with an approved seed mixture <br />immediately to prevent noxious weed infestation. <br />7. Disposal of sewage and trash will be at an authorized disposal site off the Forest. A <br />portable toilet system must be provided for personnel working on the drill sites. <br />8. Any spills of fuels, oil and other contaminants must be reported to the Forest Service <br />immediately. Immediate clean up will be required. Any contaminated soil will be <br />removed from the Forest. <br />9. Approved spazk arrestors will be required on all internal combustion equipment used <br />on the project. <br />10. Reclamation will be achieved by selectively stockpiling topsoil and other excavated <br />materials so that they may be placed back on the site, topsoil last. The land surface will <br />be retumed to approximate original contour, and seeded with the following seed mix: <br />In the mountain shntb community: <br />Mountain Brome 5 #/acre <br />Prairie junegrass 4 #/acre <br />Western wheatgrass 6 #/acre <br />]ndian ricegrass 4 #/acre <br />Cicer milvetch 1 #/acre <br />
