Mr. Roy D. Blagg
-3-

February 4, 1983
2. An analysis of the information s~,~~plied by the Soil Conservation
Service reveals a rather detailed reclamation plan outline. I suggest
that you review this plan in detail and comment on any areas in which
Terra does not plan to adhere to it. For example, your reclamation plan
\~ map no longer indicates the use of terraces for erosion control and I am
!~ not sure you plan to use diversions as recommended by the S.C.S. Erosion
control during reclamation is, however, very important. I will comment
further under Exhibit L.
3. Our vegetation specialist has analyzed the vegetation analysis and
j the re vegetation seeding mixture produced by the S.C.S. The following
.slightly expanded mixture is suggested:
S ecies
Intermediate wheatgrass
Pubescent wheatgrass
Western wheatgrass
Side oats grams
Alfalfa
To1;al
Drilled Rate in lbs. PLSjacre
5.0
4.5
4.0
2.25
0.5
16.25
This mixture should be even more suitable for pasture land.
4. The details of how reclamation is to interact witV~ mining should be
given. This will help you in calculating the total reclamation costs for
the operation.
Exhibit F
xl. The final contours for Area B should be shown on the map.
2. Any permanent land forms (such as terraces or diversion ditches)
added as a part of the final reclamation should be shown on the map.
3. This map may need to be more directly related to the staging of
your operations on the site, unless this is adequately shown in Exhibit C.
Exhibit G
v 1. Please respond to the review letter of January 26, 1983 from the
/~ Division of Water Resources.
/ 2. Will the final contours eliminate all standing water? Why is the
`X\ area now assumed to be totally dry in reclamation when the original plan
assumed the wet areas would be left?
Exhibit H
1. What are the plans for tree replacement as suggested by the
Division of Wildlife?
