Construction of the sediment control system and topsoil
stripping may proceed. No refuse is to be placed in the pile until
additional data as requested by Roy Cox is submitted. The following
are additional conditions to approval:
1. This approval only covers phase 1 of the plan;
2. The ground water system should be modified to allow verification
of the trench drains effectiveness;
3. The sediment control system although oversized for phase 1,
be built as stated in the October 7th letter from Espey, Huston
and Associates to Northern Coal Company.
If you have any questions or comments, please call me.
Sincerely,
im Herron
Reclamation Specialist
/k
