Mr. Carl Winsor -2- Au ust 10, 1984
Exhibit E - I presume you plan to grade the back slopes of this pi to a
maximum of 3:1 in final reclamation. Please clarify this matter.
Exhibit F - Is the special use permit also applicable to the porti~n of the
pit in adjacent Section 13?
Bond Pit
Exhibit A - It appears that tFie whole southern portion of the perm t also lies
in the SEl/4 SEli4, Section 7. This area should also be reference in the
legal description.
Exhibit F - Is the special use permit also applicable to the portion of the
pit in the adjoining SE1/4 SEl/4 of Section 7?
Brann Pit
Application Item 15 - 'Would not the proposed future land use be be ter
described as rangeland and road?
Exhibit E - I suggest that some special commitment to erosion cont~l during
reclamation be made for the 2:1 slopes east of the road. Cross sl e
contouring and/or netting (anchored) are two suggestions in this r gard.
Ditson Pit
Exhibit A - As the pit is developed to the east, the SE1/4 NWl/4 of Section 9
will also be involved in the permit area. This area should also be referenced
in the legal description.
Exhibit F - Is the special use permit also applicable to the portioh of the
permit area in the SE1/4 NWl/4 of Section 9?
Idler Pit
Exhibit A - An examination of the map seems to indicate that the to al
disturbed area will extend into the Nl/2 NW1.4 of Section 34, is we 1 as the
quarter quarter Sections given. Please clarify this matter.
Exhibit B -
1. How will sediment from 'the road be kept from moving into the~Arkansas
River (which is to be 50' away)? Will a ditch be provided beside t e road?
2. Given a depth to ground water of only 1', I do not understan how a
front-end loader can be used to mine the site to a depth of 12' unl ss the pit
is dewatered. If the material is mined wet with a dragline, this i a
workable system. Otherwise, dewatering and a WPDES permit will be equired.
Please clarify these plans.
3. It is not clear to me wliy no topsoil material can be salvage in an
alluvial area such as this. Please clarify your plans and justify his lack
of topsoil salvage. Your soil; description is inconclusive as conc rns the
potential for some growth medium salvage on site. -
