<br />' EXBIBIT E <br />RECLAMATION PLAN AND TIlIETABLS <br />.1 <br />The dominant land uses of this permitted acreage and adjacent <br />' lands, are mining and B.L.M. multiple use recreation land. Dotsero <br />Block, Inc. plans to reclaim the mined lands to B.L.M. multiple <br />use recreation land. <br />The current soils are described by the Soil Conservation Service <br />as Earsman Rock Outcrop Complex, a very stony sandy loam mixed with <br />rock outcrops. Its permeability is moderately rapid with the <br />available water capacity is very low. This is consistent with on <br />' site observation that the material being mined is cinder like in <br />nature. Observations from on site indicate the upper 3 to 6 <br />' inches of material has a soil like appearance. It is a lighter <br />color than the material being mined and used as sanding material. <br />It is this layer that is salvaged for reclamation purposes. <br />Current ground cover averages <108. The soils report indicates <br />the average potential understory production is a mere 235 lbs. of <br />air-dried vegetation per acre per year. <br />The current mining plan call for two stages. Reclamation <br />' will run concurrently with the mining stages, once mining is <br />complete in Stage 1 and moves to Stage 2 reclamation will begin in <br />Phase 1. Each reclamation phase will last 5 years. With the <br />majority of the reshaping being accomplished the first year, <br />revegetation the second year and monitoring and remedial work <br />being done the last 3 years. <br />' There will be three reclamation phases. The first one is <br />Phase 0 located on the south end of the affected lands. Reclamation <br />will begin here during the summer of 1987 with the regrading and <br />' shaping commencing near the road on the south end of the phase. <br />Over the next three years, as stockpiled material is removed the <br />entire area will be reshaped. No soil was salvaged by the previous <br />operators so none will be spread unless it is available from the <br />current mining area. Once reshaping is complete the area will be <br />12 <br />
