' EXBIBIT E RECLAMATION PLAN AND TIlIETABLS .1 The dominant land uses of this permitted acreage and adjacent ' lands, are mining and B.L.M. multiple use recreation land. Dotsero Block, Inc. plans to reclaim the mined lands to B.L.M. multiple use recreation land. The current soils are described by the Soil Conservation Service as Earsman Rock Outcrop Complex, a very stony sandy loam mixed with rock outcrops. Its permeability is moderately rapid with the available water capacity is very low. This is consistent with on ' site observation that the material being mined is cinder like in nature. Observations from on site indicate the upper 3 to 6 ' inches of material has a soil like appearance. It is a lighter color than the material being mined and used as sanding material. It is this layer that is salvaged for reclamation purposes. Current ground cover averages <108. The soils report indicates the average potential understory production is a mere 235 lbs. of air-dried vegetation per acre per year. The current mining plan call for two stages. Reclamation ' will run concurrently with the mining stages, once mining is complete in Stage 1 and moves to Stage 2 reclamation will begin in Phase 1. Each reclamation phase will last 5 years. With the majority of the reshaping being accomplished the first year, revegetation the second year and monitoring and remedial work being done the last 3 years. ' There will be three reclamation phases. The first one is Phase 0 located on the south end of the affected lands. Reclamation will begin here during the summer of 1987 with the regrading and ' shaping commencing near the road on the south end of the phase. Over the next three years, as stockpiled material is removed the entire area will be reshaped. No soil was salvaged by the previous operators so none will be spread unless it is available from the current mining area. Once reshaping is complete the area will be 12
