The applicant states on page 7 of the application that the Phase I area will be backfilled with <br />excess overburden and may also be used to create replacement wetlands. In accordance with <br />Rule 6.4.5(2)(d) please indicate the volume of overburden necessary to complete reclamation at <br />the time of maximum disturbance as indicated in the Mining Plan-Exhibit D, page 6. <br />l0. The applicant states on page 8 of the application that the operator shall regrade all sediment <br />and siltation structures after mining is completed unless such structures are to be used for <br />wetlands mitigation. Please indicate on the Mining Plan Map, Exhibit C the location of any such <br />sediment and siltation structures that will be installed prior to or during the mining phase of the <br />operation. If appropriate, please locate on the Reclamation Plan Map, Exhibit F the location of <br />any such permanent structures to be used for wetland mitigation. <br />1 1. The applicant has proposed on page 8 of the application a topsoil replacement depth of 4 to 6 <br />inches which is consistent with the depth currently at the site. Given the excess volume of <br />topsoil that will be stripped from the affected land, the Division recommends that the applicant <br />apply a topsoil cover of at least 12 to 18 inches for shoreline and surrounding areas that are to be <br />revegetated with a grass mix. Please comment. <br />12. There are no provisions for revegetation of the 32.2 acre wetland in the Phase I area. The <br />applicant will need [o provide a revegetation plan for the created wetlands and an associated cost <br />for establishing such vegetation.
