The reclamation plan calls for returning the disturbed areas, after mining and reclamation, to a land use <br />that is "industrial". This land use is consistent with that found in the surrounding area and the underlying <br />land use zone designation. <br />The prevalent feature of the reclaimed area will be an 11.0 acre pond that will serve as a visual amenity <br />for the future uses that will be established on a graveled surfaced area adjacent to River Road. <br />A Reclamation Plan Map depicting the configuration of the reclaimed ground surface can be found in <br />Exhibit F. <br />Reclamation will be conducted in a phased manner and will begin when no further disturbance will occur <br />as a result of the mining activities in each of the identified phases. In other words, reclamation may <br />happen during the same time as mining activities are occurring in each phase. It is anticipated that <br />reclamation efforts will occur on a 12 to 18 month cycle until all mining activities have ceased. <br />Reclamation will be conducted in a phased manner and will begin when no further disturbance will occur <br />as a result of the resource extraction activities in a particular area within the identified mining area. In <br />other words, reclamation may happen during the same time as mining activities are occurring in each <br />phase. It is anticipated that reclamation efforts will occur on a 12 to 18 month cycle until all mining <br />activities have ceased. <br />BACKFILLING AND GRADING -After the resource is removed, backfilling and grading activities will <br />commence except for any working gravel faces(s). The stockpiled overburden will be hauled from its <br />storage area adjacent to the mining area by mobile equipment and placed where required to achieve a <br />level topography and properly backfilled slopes. The side slopes of the resource extraction area will be <br />re-graded to be no steeper than a ratio of 3:1 (horizontal to vertical). Backfilling and grading will be done <br />by dozers, andlor, scrapers which will compact and stabilize the overburden material. To insure stability <br />of the slopes, material will be placed in 12 inch lifts and compacted to a minimum density of 85 percent of <br />the optimum density. <br />In the event that material delivered to the facility from outside sources is used in the backfilling and <br />grading operations, the following procedure will be implemented to insure that the material is clean and <br />inert: <br />1. The individual or company, other than the mine operator, delivering material to the facility will be <br />required to sign an affidavit certifying that the material is: clean and inert, the originating source of <br />the material, and the estimated volume. At the discretion of the facility operator, the certification <br />may also include an environmental audit of the source site prepared by a Colorado Registered <br />Professional Engineer or a Registered Environmental Manager. <br />2. During the stockpiling process, the facility manager and those individuals who operate the <br />stockpiling equipment will conduct constant visual analysis of the delivered material on a truck by <br />truck basis. At a minimum, the visual evaluation will identify that the soil does not have any <br />hydrocarbon contamination, hazardous substances, or other solid waste. <br />3. In the event that contaminated material is identified, all work in the immediate area will cease and <br />a Colorado Registered Professional Engineer or a Registered Environmental Manager will be <br />contacted by the facility operator. The qualified individual(s) will prepare, supervise and <br />implement a Remediation and Disposal Plan conducted in accordance with the requirements of <br />the governing regulatory agencies. <br />
