• 4.6.2 LOADOUT
4.6.2.1 Air Pollution Control Plan
No coal preparation or crushing occurs at the coal loadout facility.
Emissions from the facility are limited to fugitive dust. No gaseous
pollutants or smoke (except from vehicular activity) are generated at
the site. Particulate emissions controls meet the requirements of the
Colorado Department of Health (CDOH), Air Quality Control Commission
(AQCC}. See Appendix 4-G.
The following is a summary of the steps taken to minimize particulate
emissions at the loadout facility:
° the existing county road to the mine and the new haul road
are paved;
• ° dust suppression sprays are utilized at the truck dump
site;
° dust covers are constructed at the feeders and initial
portion of the conveyor;
° the initial 650 and final 980 feet of the conveyor are
enclosed in large-diameter tubes;
° dust covers are utilized over the middle 300 feet of the
conveyor. Pans under this portion of the conveyor are
utilized to collect any spillage;
° a telescoping chute is constructed at the point of dis-
charge from the conveyor to the surge bin;
° there are no open coal piles.
4-129
