4.4.3.3 Final Reclamation <br />i <br />Upon final reclamation in 1988, the disturbed areas were mechanically treated to provide <br />a loose, non-compacted, scarified layer prior to distributing topsoil. Topsoil was replaced <br />to the original thickness. Grading was performed with a land plane by a contractor <br />experienced in such operations in order to restore the irrigability of the area. <br />Seeding, mulching, and fertilizing commenced immediately after leveling, according to <br />established agronomic practice. <br />Reclaimed areas shall be checked annually after snowmelt for the formation of rills and <br />/ gullies. A report will be prepared to document each inspection. Rills and gullies deeper <br />// than nine inches will be noted on the report. By the end of August of the same year, rills <br />and gullies deeper than nine inches will be filled, graded or otherwise stabilized. Laborers <br />or small equipment will be used to perform the repairs to minimize the associated <br />disturbance. Inspection reports will be on file with other records required under Rule <br />5.02.4. <br />Backfilling. Grading and Topsoil Redistribution <br />.~ <br />The disturbed areas of the loadout facility were'graded, filled and topsoiled to return the <br />land to approximate original contour and to provide suitable site preparation for <br />revegetation. These operations commenced after dismantling and removal of surface <br />facilities and waste material such as railroad rails, ties, and roadbed fill were completed. <br />Since most of the disturbed area occurs on irrigated land, special care was taken with <br />mechanical treatments to ensure that subsoil horizons are not compacted. The surface <br />was scarified prior to restoring the topsoil layer. <br />Stockpiled topsoil was distributed on the disturbed areas and regraded to achieve desired <br />gradients for control of flood irrigation water. Final grading was performed by a contractor <br />who specialized in land-leveling operations for irrigated land. <br />The paved haul road which crosses the Crystal River Ranch and the Burtard property was <br />not reclaimed but permanently left in place. The road was left in place at the request of the <br />landowners (see pages 4-96a & 4-96c & 4-98e). The road is considered a facility that <br />supports the postmining land use of pastureland. The ownership and control of the two <br />topsoil stockpiles I & II shown on drawing D-2-3 has reverted to the property owner. <br />The dirt track road along the trace of the reclaimed conveyor corridor will be permanently <br />retained to comply with a landowner request (see page 4-98d). The dirt track road is <br />utilized by the landowner to access and maintain its land south of County Road 109. This <br />road supports the rangeland postmining land use. <br /> <br />4-85 1-~~ <br />
