The main portion of the loadout was located north and east of the Roaring Fork River.
This land is know as the Diamond A Parcel. The Diamond A Parcel is being developed
V into a residential community with a golf course and related retail establishments. Work on
the development continues as of April 1996. The Diamond A Parcel was removed from the
permit by the DMG's approval of TR-15 on February 1, 1994.
Experience on newly-leveled land has shown that it normally takes 2 or 3 years of cropping
before pre-disturbance productivity is restored. Fertility management will be an important
part of achieving good productivity and soil tests will be performed on samples on
redistributed topsoil. Fertilization recommendations made on the basis of the analysis will
be followed. Reclaimed areas will be checked regularly for the formation of rills or gullies
" and appropriate maintenance action will be taken if necessary.
~ The truck dump site was constructed on a bench cut at the top of a slope. A concrete
retaining wall was constructed to provide a confined nearly vertical face to facilitate the
installation of the truck dump hopper. The truck dump site, about 200 feet square, is
paved and bermed to contain rainfall or snowmelt. The truck dump hopper, conveyor,
associated facilities and foundations will be removed. The top 5-feet of the retaining wall
will be removed and the bench at the base of the retaining wall back filled to an
approximate 2h:1v slope. A 10' strip of the paved parking area adjacent to the retaining
• wall will be cut off at a 2h:1v slope as part of the fill material. The remaining fill material
will come from nearby fill and topsoil stockpiles. The remaining parking area and the
associated berm will be left in place and used by the landowner as a hay storage area.
Reveyetation of Irrigated Cropland
Most of the disturbed area at the loadout facility occurs on improved pasture and hayland.
- Reclamation will involve restoring this land to agricultural production. After dismantling
and removing the surface facilities, regrading will begin. Gravel surfaces will be scarified
and mixed with subgrade materials before topsoil redistribution. Concrete pavements,
_ footings and so forth, will be broken and buried or removed from the site. Pipes, cables,
and bituminous material will be separated and disposed of off-site in an approved fashion.

a-86 11-99
