Does the operator intend to place berms along <br />the north property boundary or create sediment ponds to prevent impacts <br />to the Eagle River? The staff recommends that ponds or areas collecting <br />hydrocarbon-containing water should be lined with a low permeability <br />material to minimize soil and ground water contamination. Please <br />elaborate. <br />5. Please provide details of the relocation plans for the CKP Ditch, <br />7. What wou]d the river level (elevation) be at maximum flood level in <br />~,~ b~9, response to a 100-year 24-hour storm? What was the river level <br />~^O~`~,,,~.. (elevation) during spring flooding in 1984, to which you refer on page <br />~yrti 5? Will the anticipated pit level be above these elevations? <br />~ 8. What will the setback width be between mining operations and the river? <br />The staff strongly recommends that at least a 100 foot undisturbed <br />setback be maintained between all working areas and the Eagle River. Our <br />reasons include the following: <br />A. Preservation of critical riparian habitat for bald eagles, which are <br />considered an endangered species. According to the Division of <br />Wildlife report, this habitat provides roasting, resting and hunting <br />areas for these birds. <br />~, including flow capacities, representative cross-sections, stability <br />specifications, or other data that would assist the staff in determining <br />the integrity of the new ditch. Have the ditch owner(s) and downstream <br />1-~,"` ~ water rights owners been notified of these plans? If so, do they approve <br />5~ of your plans? <br />6. Is it possible that the cobbly gravelly topsoil could be screened, the <br />coarse materials used for gravel and the fines salvaged for topsoil? <br />B. Minimizing disturbance to the prevailing hydrologic balance and to <br />the quality of surface water in the Eagle River (as per Rule 6.2). <br />An undisturbed setback would assist in preventing runoff of sediment <br />or hydrocarbon-containing water from directly entering the river. <br />Please respond. <br />9. What measures will be taken to protect the integrity of the Colorado-Ute <br />Powerlines which traverses the Stage 3 portion of the site? What <br />measures will be taken to insure the safety of workers in the vicinity of <br />these powerlines? <br />10. Will any crushing or screening be done on-site? If so, please include <br />these facilities locations on the mining map. <br />11. Has Eagle County approved the operator's plans for installing an asphalt <br />batch plant on-site? <br />
