<br />Please describe the reclamation of the access road. If the road consists of placed fill, will reclamation require <br />removal of fill? Was the fill placed directly over topsoil? If topsoil was stripped, was it windrowed along the <br />roadway? Will reclamation require topsoil replacement, orjust ripping for seedbed preparation? Did the road <br />require a culvert, which will later be removed? Please clarify. <br />Exhibit F -Reclamation Mao <br />Some of the same comments 1 made about the maps in Exhibit C apply here also: there is no labelled permit area <br />boundary or affected area boundary, the label "Wildlife Habitat Area" appears to refer to only part of the total area, <br />and only Phase l is sho~m as having been mined or reclaimed. <br />)n addition, some features depicted on this map raise the following questions: Is the access road to be partially <br />reclaimed and also to partially remain after reclamation? Are the house and outbuilding, shown m an unmined <br />phase, to remain after reclamation? How close is the location of the sloped highwall to the living snowfence, to the <br />other structures, or to the fencelines? Will reclamation earthwork account for avoiding disturbance to the domestic <br />well(s) on the site? <br />Exhibit G -Water Information <br />Please provide more information on the following: names of owners of canal and/or ditch structures on the site, <br />brief descriptions of these water structures, and wellhead description and location of the domestic well(s) on the <br />site. <br />There is an ephemeral drainage crossing the site (depicted on the USGS location map, Exhibits C and F) which <br />includes a pond stmcture almost a mile upstream. Please verify that there are no wetlands on your proposed permit <br />area. (If there is a delineated wetland, please contact the Army Corps of Engineers for guidance on what activities <br />may be carved out there.) Do you expect the drainageway to contribute to any upstream surface runoff entering <br />your pit and/or crossing your processing area? Please comment. <br />Exhibit L -Reclamation Costs <br />The reclamation task list appears to encompass most of the necessary tasks. A few other tasks which could be <br />included, as appropriate, as part of the overall, final reclamation are: details on road reclamation; debris/rubble <br />handling from house demolition; and wellhead capping and/or well sealing. Additional information should be <br />provided on some of the tasks already on the list, such as: types of equipment to be mobilized, and from where; <br />details on what type of land preparation is proposed; details about topsoil being replaced, such as what distance <br />and on what gradient it will be moved; amounts of (straw) mulch delivered and spread, plus how it is to be spread <br />and anchored; and details on expected weed control needs. <br />Please be aware that if you plan to maintain a highwall gradient steeper than the final 3:1 slope, until the point that <br />the toe of the slope is reached, the bond must include highwall reduction costs. The bond is calculated to cover <br />reclaiming all current mining disturbances in case of default on the part of an operator, at any point in the operation. <br />Therefore, your bond amount must initially include this amount. Once the final 3:1 gradient is attained, that portion <br />of the bond may be returned. You might consider mining at a 3:1 slope throughout the operation. For now, I will <br />include costs for reducing a 30-foot vertical highwall to 3:1. Please comment. <br />Exhibit N -Source of Legal Right to Enter <br />You included a CDOT permit for an entrance location to your site within their right-of--way. Please clarify if this <br />entrance structure (assuming it is a culverted earthen fill, possibly with a gate in the right-of--way fence and/or <br />asphalt apron) need be removed as part of final reclamation. [f so, it may need tc be bonded. Please clarify. <br />E~c}tibit O -Proof of Mailing Notices to County Commissioners and Soil Conservation District <br />You have submitted adequate proof of county notification. I will consider your soil conservation district (SCD) <br />notification as adequate though it is somewhat flawed. Your notice should be addressed to the Center Soil <br />
