<br />If mining in the area of the house and outbuilding is, in fact, to occur, please describe the timing and method of <br />their demolition and debris handling. <br />Presuming that, as mining progresses to each successive phase, the pit becomes larger (and does not result in a <br />series of small pits), will the ramp road into the pit change location? Will there be an attempt to limit disturbance to <br />the pit floor th previously mined phases so that "phased reclamation" can occur, to the pit floor and not just the pit <br />wal Is? <br />Exhibit E -Reclamation Plan <br />You state that there are tvvo post-mining land uses for the reclamation of this site: rangeland and wildlife habitat. <br />[s there to be a distinct and separate reclamation plan for each of these two uses, to be implemented on separate <br />areas of the site? This is not clear, mostly due to the labelled "wildlife habitat azea" shown on a portion of the <br />maps. <br />You state that reclamation is to create "proper wildlife habitat" and that you are working with the CDOW on this. <br />Our office has recently received the CDOW wildlife statement, in which it is recommended that shrubs be planted <br />on the site. Aside from the row of sumac shrubs in the living snowfence, there do not appear to be any further <br />wildlife enhancing shrubs planned. Also, you state that 12 acres of "desert grass" has been planted and will be <br />maintained on the site, but it is not clear where this is or how it will be maintained if disturbed by mining. Please <br />explain how you are implementing CDOW recommendations, planning for wildlife habitat, and where it will be on <br />the site. (I am enclosing a copy of the CDOW response hereto, for your information.) <br />You state that topsoil will be protected while it is stockpiled by the sowing of seven pounds of western wheatgrass. <br />Please clarify if that figure refers to the total weight of seed, the weight of just the pure live seed, or the rate (per <br />acre, for example) of the seed to be planted. At this time, it is not clear how many acres of stockpiled topsoil <br />surface there will be, or how heavily those seven pounds of seed are to be spread. Please clarify. <br />There are seemingly conflicting statements regarding the use of fertilizer in the revegetation plan. The USDA <br />Natural Resources Conservation Service (MRCS) does not include it on their recommendations (which you said you <br />will follow); elsewhere it is stated that fertilizer will be applied if a soil test indicates it is needed; and another <br />reference states that it will simply be applied at a specific rate (40# N, 40# P). Please clarify these statements. <br />The seeding rates you included for the reclamation seed mix are not consistent with the application rates shown on <br />the NRCS "Grass Seeding Planned" form. You have apparently used the full rates for each species, without <br />reducing each of them to their respective proportions when combined with other species. (A total seeding rate of <br />36 pounds per acre is too high.) Please refer to column number 3 of that form, and clarify what seeding rates you <br />are committing to. <br />There are a couple of errors th your list and the NRCS list of seed variety names. Since I will use the same seed <br />types in my reclamation cost estimate, I need to ensure the correct name. I believe that it was intended to include <br />these named seed varieties: the first one should be "Bozoiski" Russian wildrye; a choice may be made on the <br />second one, either "Arriba" or "Barton" Western wheatgrass; the third one should be "Critana" Thickspike <br />wheatgrass (unless "Secar" Bluebunch wheatgrass is desired, though that is a different species); the last one <br />appears clearly to be "Jose" Tall wheatgrass. Please verify what is desired, and confirm the correct names. <br />A final comment I have about the seed mix is the lack of any forb or legume species (besides the lack of any shrub). <br />Far diversity, soil enhancement, wildlife value and forage value you may want to consider including a species from <br />one or more of those classes of plants. Please comment. <br />Please clarify the type of mulch you propose to use, the rate at which it will be applied (weight per acre), and <br />method of spreading and anchoring. <br />
