<br />Will the "proposed yard area and material stockpile area" in Phase 4 be mined? Is that designated area to remain in <br />that location throughout the operation? If that is to be the specific processing area, please indicate where stripped <br />and stockpiled topsoil will be kept, and where any possible stormwater control structures will be located. <br />With all the clarifications requested above, it may be most expedient to revise the maps and resubmit them. <br />Exhibit D - Minin¢ Plan <br />The questions below are asked with the main intention of allowing a more representative reclamation cost estimate <br />to be calculated. Please respond to each item. <br />The acreage figures stated herein, as mentioned above, do not clearly correspond to those stated elsewhere in the <br />application. For example, please state the area and setback distances to be not affected, for any easements and/or <br />the living snowfence. Does the total acreage to be affected at one time also also include roadway acreage, which <br />presumably will also be reclaimed at the conclusion of mining? <br />You briefly describe the excavation, stockpiling, and processing of aggregate material. A reference is made <br />elsewhere in the application to providing this material for concrete and asphalt batching, though it appears that the <br />hatching might occur offsite. A possibly conflicting statement under Exhibit G (Water) indicates that concrete <br />hatching may occur on the site, though no details of this activity are provided in this exhibit. Please clarify or <br />provide the necessary information on this. <br />No mention is made herein to the depth of topsoil to be stripped prior to mining. The soils descriptions state that <br />potential topsoil depths for the four soil types on this area range from six to eight inches; the reclamation plan in <br />Exhibit E states that topsoil will be replaced at depths of two to eight inches. Please provide the necessary <br />information. (Please note: all areas to be affected, not just by excavation, but also by stockpiling, processing, road <br />construction, stormwater control structures, etc., should be stripped to protect that topsoil for reclamation.) <br />The mining map shows the easements for a canal and a ditch on or in the vicinity of the south edge of the site. It is <br />presumed that either of these water conveyances might not be lined, and may therefore be subject to some degree of <br />water loss through percolation. Additionally, there is at least one "recharge pit" near your proposed gravel pit. <br />The soils descriptions indicate that much of the sails in this area exhibit fairly rapid percolation. Please state <br />whether the possible seepage of percolated waters into the pit has been considered, since that can be regarded as <br />exposure of groundwater. Does the proposed plan allow for a sufficient minimum distance between the nearest <br />ditch or recharge pit and the closest wall of the gravel pit? You might want to contact the Division of Water <br />Resources (Alamosa office) for better information on exposing water in your pit. <br />As mentioned above, please clearly state whether there are specific structures to be avoided by mining, or what <br />setback distance will be observed, such as from the house or outbuilding, from any existing tree plantings, from the <br />access road, and/or from any of the permit area boundaries or phase boundaries. [fmining-related activity is to <br />occur within a certain distance, please specify what activity that will be be, such as excavation, roadway, topsoil <br />stockpiling, etc. <br />Please describe in more detail the equipment and/or structures to be contained in the processing yard. Will there be <br />a fuel and tube storage facility? (Please note that fluid vessels stored onsite must have adequate secondary <br />containment. This must be adequately sized to contain a potential spill of all stored fluids, and must include an <br />impermeable layer to protect soil and groundwater.) Please comment or provide the necessary information. <br />Wil] any of the processing facilities require permanent structures? Do you plan to install a scale and scalehouse? <br />You stated that the access road is already constructed, and that it is to be at least partially reclaimed. Please provide <br />measurements of its width, depth of fill, and length. Please comment on these structure-related questions. <br />
