<br />The maps are to be prepared by a person qualified to do so, and signed by that qualified person. There is no name <br />of such person or any signature on either of the maps. <br />As noted above, the acreage figures included on the maps are unclear. It is not clear if the permitted acreage is to <br />be the same as the property acreage, or if any of the rights-of--way are to be permitted. If you include acreages on <br />the maps, please identify what they are, such as "permitted area" acreage, "affected area" acreage, etc. If a revised <br />map is submitted, please label these. Otherwise, please clarify these acreage figures in a brief statement. <br />If there are to be any setback distances (land left unmined or unaffected) from the perimeters or significant <br />stmctures, please indicate what they are. This could include buffers to protect the roads, fences, tree plantings, <br />powerlines, houses, etc. These could be provided in the form of a narrative, but probably are better provided on a <br />map. This information is requested below also. <br />Topographic information is not shown on the large map, though it is included on the small location map on the <br />same map sheet. Normally it is preferred to have either spot elevations or contour lines on the large map, so that <br />adequate indication of the drainageways and direction and rate of slope of the land may be seen. It appears that the <br />small map's representation of the topography may be sufficient in this case, however, due to the fact that the site is <br />nearly level (I see about ten feet of elevation difference between the SW and NE comers.) If this USGS <br />information is correct, no further topographic information is required. <br />The map lacks a labelled permit area boundary line. It is not clear if it is the same as the property line, or located <br />along an easement line or phase line. Please clarify either through a revised map or a brief statement. <br />The names of adjacent landowners (with attached list of addresses) do not appear to cover all properties within 200 <br />feet of the site. Please provide the necessary names, etc., of the owners of the land to the northwest (in the NE l/4 <br />of Section 34) and to the southwest (NE 1/4 of Section 3). Likewise, please ensure that all applicable features are <br />depicted and identify the names of the owners of these other structures or easements, such as State highways and <br />county roadways, ditches and canals, fencelines, power and communication lines (underground and overhead), <br />wells and recharge pits, houses and outbuildings, and pipelines. I will comment more on this under Exhibit S. <br />The map shows the permit area divided into eight blocks of land, each identified with a phase number. At first <br />reading, it seems that the phases are to be mined in the order of the phase number sequence. Please clarify if that is <br />the case. Also, because of the significant size of each of the phases, please indicate the direction of mining in each <br />phase. Responses to these questions are important for their impact on calculating the bond amount. <br />Phase 1 is shown with a pit, but none of the others are similarly depicted. By your narrative in Exhibit D, I assume <br />that mining may occur in all eight phases, but it is not clear if mining each phase will result in eight little pits or one <br />large pit. Please clarify. <br />In conjunction with clarifying the questions in the preceding two paragraphs, please indicate the stockpiling <br />locations for pitrun, product, and topsoil in each of the phases. <br />What is meant by the line dividing Phase 8 into halves? Is the area on which the house and shop are located not to <br />be mined? The mining timetable in Exhibit D indicates that it is to be mined, but the Reclamation Map in Exhibit F <br />indicates that it is not to be mined. Please clarify. <br />Please explain the label "Wildlife Habitat Area" shown in Phases 5, 7 and 8. Is that area a wildlife habitat and/or <br />vegetated differently at the present time, or is that a designation for a future post-mining time? Does that label refer <br />to only those phases, or to which part of the permit area? Please clarify. <br />
