<br />. ~~~ <br />November 28, 1994 <br />Mr. Don Marostica <br />Page 4 <br />• Within the flood fringe buildings may be constructed on fill material to a point no <br />lower than 1 foot above the base flood elevation; the till must extend at least 15 feet <br />beyond the building extremities; and, the lowest level of the building must be 1 foot <br />above the base flood elevation and this includes basements; <br />• Any new construction less than 1 foot above the base flood elevation must be flood <br />proofed, including utilities; the code contains specific descriptions of how flood <br />proofing must be accomplished; <br />• The administrator, presumably Mr. John Slavik, has the responsibility of interpreting <br />the exact location of the flood cringe boundary; the map from the county provides <br />a good basis for this determination; and <br />• Permit applications must be certified by a registered professional engineer or <br />architect and include valley cross sections river bed profiles, both of which can be <br />found in the RCI Report. <br />Flood Insurance <br />FEMA was contacted to determine the availability of flood insurance for potential structures <br />on the CTM Place property. According to Mr. Fred Metzler, flood insurance is available for <br />any structure or facility located anywhere within the tloodplain. Rates vary according to the <br />elevation of the structure's lowest level relative to the base flood elevation and the value of <br />the structure. For instance, the annual cost of flood insurance for a building worth <br />$100,000.00 located 1 toot above the base Tlood elevation would be $142.00. The cost for <br />the same building located 2 feet above the base flood elevation would be $115.00. Finally, <br />the cost for the same building located below the base flood elevation would be $360.00. <br />Surveying of Flood Elevations <br />When constructing new buildings within flood-prone areas it is necessary to accurately <br />determine the elevation of the structure relative to the base flood elevation. To facilitate this <br />process, permanent survey markers were installed along the Big Thompson River as part <br />of the Report prepared by RCI. One of these markers is fairly conveniently Located east of <br />your property about 140 feet west of the intersection of Colorado Highway 402 and County <br />Road 11 H. A survey line will need to be extended from this point to your property in order <br />to confirm vertical placement of structures relative to the base flood elevation. <br />
