-~ <br />t ~ • • .. <br /> <br />November 28, 1994 <br />Mr. Don Marostica <br />Page 3 <br />flood inundation boundaries such as the 100-year and 500-year floods depicted on the maps <br />provided to CTM Place by the county. <br />fn addition to defining flood inundation areas, hydraulic modeling was conducted to <br />determine the allowable encroachment within the 100-year flood area (see above definitions). <br />The computer model was run limiting the 100-year flood flow to a width which is narrower <br />than would occur naturally. This generally caused an increase inflow depth and an increase <br />in flood elevation, known as the surcharge. Federal regulation limits the surcharge to 1 foot. <br />However, Larimer County limits the surcharge to 0.5 feet. The report calculated the <br />encroachment for both a 1 foot and a 0.5 loot surcharge and presents the results in tabular <br />form. <br />The boundary of the floodway, assuming a surcharge of 0.5 feet or less, is presented on the <br />iloodplain map prepared specifically Tor the county. This is the map you obtained from Mr. <br />Rex Burns of the county and which Dave Lingle has used for his preliminary site plans. The <br />surcharge of 0.5 feet allowed by the county is less than the 1-toot surcharge allowed by the <br />city and by federal regulations. The lower surcharge will allow for less lateral encroachment <br />of the iloodplain and, hence, a smaller flood cringe. I am not aware of a map depicting the <br />floodway based upon a surcharge of 1 foot or less. It may be that the boundary of this <br />floodway would be located farther north than the boundary shown on the county map. I <br />would need to obtain copies of the computer printout to evaluate whether the change in <br />location of this boundary would be significant. <br />Summary of Floodplain Building Codes <br />Chapter 15.14 of the Loveland building code describes iloodplain building codes adopted <br />by the city. The purpose of the codes is to minimize public and private losses due to <br />flooding and to protect public health and safety. The codes apply to those areas of °special <br />flood hazard° which is defined as the area inundated by the 100-year flood. Since <br />development is discouraged within the floodway, the Floodplain building code effectively <br />refers to development/construction within the flood fringe. <br />A iloodplain development permit must be obtained prior to construction within the flood <br />fringe. This can be accomplished on forms available from the building department. The <br />following items may be of concern to you in considering potential development of the CTM <br />Place property: <br />• Structures built within the floodway may not be designed for human habitation; <br />
