i <br />Mr. Gregg Squire <br />Page_ Three <br />August 20, 1986 <br />No. 9 Portal Waste Disaosal Site <br />Empire Energy plans to utilize a portion of the No. 9 Portal <br />excavation for waste disposal. The waste disposal' material would <br />consist of waste rock from the No. 5 and No. 6 Mines as well as course <br />reject from the rotary breaker. The rational Empire Energy utilized <br />in making this decision included 1) the availability of the site, 2) <br />after sealing of the No. 9 Portal, the waste material would be <br />disposed of above the existing water table, 3) the waste material <br />would only be disposed up to the originally planned reclamation <br />topography, and 4) utilizing the No. 9 Portal for waste disposal could <br />ultimately negate the possibility of enlarging the approved waste <br />disposal site. The originally planned postmining topography and <br />postmining land use (cropland) would not change. <br />Minor Permit Boundary Changes <br />Minor permit boundary changes have been included on both the eastern <br />portion and southern portion of the original permit area. These <br />permit boundary changes were necessary in order to keep the predicted <br />subsidence angle of draw within the permit boundary. All one thousand <br />scare maps show this permit boundary change. <br />Williams Fork Strip Pit - Reclamation Plan <br />The revisions concerning the Williams Fork Strip Pit Reclamation Plan <br />involve the postmining topography. The originally proposed postmining <br />topography would be a minimum grade of five (5) horizontal to one (1) <br />vertical. However, due to the fact that the western portion of the <br />strip pit has already been reclaimed, and is in a state of <br />revegetation, and the postmining land use will be rangeland, Empire <br />Energy did not believe it was necessary to grade the area to a five <br />(5) horizontal to one (1) vertical slope. The revised postmining <br />topography would not only dramatically reduce the earth moving <br />involved but would eliminate the redisturbance of reclaimed land.
