!.~ ~, <br />I. PURPOSE AND NEED FOR ACTION <br />Fremont County has requested a 10 year permit to extract gravel from a <br />Bite north of Cotopaxi near Red Gulch. The purpose of the pit would be to ', <br />provide Band and gravel to maintain and upgrade county roads in the area. The <br />estimated size of the pit area would be a maximum of five scree with a maximum <br />total disturbance of seven areas. The site hea been previously disturbed by <br />unauthorized operations. <br />II. DESCRIPTION OF THE PROPOSED ACTION AND ALTERNATIVES <br />Three alternatives will be considered: a long-term gravel pit, a <br />short-term gravel pit, and no action or no gravel pit. <br />A. Proposed Action/Long-Term Pit <br />1. Description <br />The proposed action would be to issue a 10 year permit or series <br />of one year permits to Fremont County with the intent of providing a site for <br />the long-term gravel extraction by Fremont County. The location is T. 49 N:, <br />R. 11 E., NMPM, sec. 2 NE}NE}. The county would use typical county mining , <br />operation with periodic use of a dozer, loader, and dump trucks. The county <br />typically conducts the majority of their work in the summer when weather <br />conditions are more suitable for this type of work. <br />2. Mitigation <br />Trees along the south side of the pit will be preserved to act as <br />a visual screen. Highwalls are not authorized. Reclamation will be according <br />to the attached Reclamation Plan (Appendix A). <br />Fremont County will apply to the State of Colorado for a 110 • <br />permit. It is likely additional mitigation measures will be incorporated into <br />the permit. <br />3. Summary of Remaining Impacts <br />A long-term (est. 10 years) visual impact will be present in this <br />area. Erosion may be possible at this Bite in spite of measures to limit it. <br />Monitoring of the site will be needed to evaluate any erosion problems which <br />could develop. <br />B. Other Alternatives <br />The only other alternative considered would be to have a short-term <br />permit at this same Bite. <br />1. Description <br />This action would result in issuance of a permit to the county <br />but the county would be required to complete work at the site in 3 years rather <br />than 10 or more years. <br />The impacts would be similar but would occur over a shorter time <br />period. ; <br />
