Stormwater Quality Controls -Best Marmaenent Practices <br />Each inactive mining site certified under by this permit shall develop a description of stormwater quality controls <br />appropriate for that site, and implement such toahole. The appropriateness and priorities of controls in the plea shall <br />reflect identified potential sotuces of pollutants a< the mining site. The SWMP shall contain a narrative description of <br />the appropriate beat management practices (BMPs) for the permittee's site. The description of We BMPs shell include: <br />a. Stormwater diversion: Describe how and where stormwater will be diverted away from potential pollutant sources <br />to prevent stormwater contamination. <br />b. Sediment and e+ngon prevention: Describe practices that will be used to reduce erosion and prevent sediment <br />delivery to State waters. These could include structural (such as silt fences, sediment ponds, drop structures, <br />checlt dams) sad non-structural (such as mulching sad revegetatioa) methods. <br />Cnmorehensive Insoeetian and Rernrdkeeoinc Procedures <br />The SWMP shall identify qualified persomel that shall inspxt desigmted areas. Lispections required by this part shall <br />ba conducted amually. Where amuel inspections are impracticable, certification once every three years by a Registered <br />Professional Engineer that the site is in enmplisnce with the SWMP, is required. The SWMP shall also identify <br />procedures for recordkoeping and iaterml reporting. <br />~D. TERMS AND CONDITIONS <br />1. General Limitations <br />The following limitations shall apply to all discharges authorised by this permit: <br />a. Stormwater discharges from mining operations shall not cause or threaten to cause pollution, contamination or <br />degradation of State waters. <br />b. Bulk storage structures for petroleum products and other chemicals shall have adequate protection so as to contain <br />all spills and prevent any spilled material from entering State waters. <br />c. No chemicals aro to be added to the discharge unless permission for the use of a specific chemical is granted by <br />the Division. Ia granting the use of such chemicals, special conditions and monitoring may be addressed by <br />separate letter. <br />d. All dischargers must comply with the lawful requirements of counties, draimge districts and other state or local <br />agencies regarding my discharges of s[ormwater to storm drain systems or other water courses under their <br />jurisdiction. <br />2. SWMP Reauiranmts <br />The SWMP (see Parts I.B. and I.C.) shall be prepared is accordance with good engineering practices. The main <br />objective of the plan shall be to identify BMPs which, when implemented, will meet the terms and conditions of this <br />permit. The following conditions must 6e met W achieve compliance with this permit: <br />a. $WMP Retention: For native mining operations, the plan shall be signed in accordance with Part I.D.9, sad <br />• retained en ate. For imetive mining operations, the plan shall be signed in accordance with Part I.D.9, and <br />retained by the permittae. <br />b. SWMP Renew/Cbartges: Upw review of the SWMP, the Division may notify the permittee at any time that <br />the plan does not meet o~ or moro of the minimum raquiremeats of this permit.
