Spill Prevention end Respo~e Procedtaes -Areas where potential spills can occur, urd their accompanying <br />drainage points, shall be identified clearly in the SWMP. Where appropriate, specifying materiel hurdling <br />procedure sad stooge requirements is the plan should ba considered. Procedures for cleaning up spills shall be <br />identified in the plea and made available to the appropriate persomel. The necessary equipment to implement a <br />clean-up should be available to personnel. <br />Best Manag®ent Practices -The SWMP shall contain a narrative descriptim of the appropriate stormwater <br />management pnctioee for the permittce•s facility. Based en an assessment of the potential of various sources at <br />the site to contribute polluturta to starmwater discharges associated with mining operation, the plur shall provide <br />a~~^^r^~ date8 of compliance far when the tttessures determined to be reasonable urd appropriate shall be <br />implemented and maintained. Any existing controls should also be discussed. The description of the BMPs shall <br />include: <br />1) Stormwater divertaon: Describe how and where stormwater will be diverted away from material hurdling <br />and storage cress to prevent stormweter coatamimtioa. <br />2) Materials handling and spill preyentioa: Where materials can impact stormwater runoff, Practices that <br />reduce the potential for coafamiaatiw shall be described and implemented. For example, materials should <br />be stored and handled in covered erns to prevent contact with stormwater, chemicals should be stored <br />within berme or secondary containment devices to prevent leaks and spills from entering stormwater runoff. <br />• 3) Sediment and trasian prevention: Describe practices that will be used to reduce erosion and prevent <br />sediment delivery to State waters. These should include structural (such ss silt fences, sediment ponds, <br />drop struclurra, check damn) and non~tntctural (such ss mulching and revegetation) methods. <br />g. Employee Education -The SWMP shall describe employce education programs to inform personnel at all levels <br />of mponsibility of the components and goals of the SWMP. Education should address topics such ss spill <br />response, good housekeeping sad material management practices. The SWMP shall identify periodic dates for <br />such instruction. <br />h. Ttsting for Noo-Stormwater -The Stotmwater Quality Control suction of the SWMP shall include certification <br />that the discharge have been tested or evaluated for the presence of non-stormwater discharges such ss mine <br />drainage, con*•n+i+st.~ springs, sanitary waste, or process water of ury kind. The certification shall include a <br />description of the testtlts of any test for the presence of non-stormwater discharges, the method used, the date of <br />any testing, and the on-site drainage points that were directly observed during the test. If the certification is based <br />solely on interpretation of the regulations, a justification of this interpretation must be included. The certification <br />must be signed in accordance with signatory requirements (see Part I.D.9). <br />6. Comprehensive insoeelian <br />The SWMP shall identify qualified personnel that shall inspect designated equipment sad mine areas at appropriate <br />intervals specified in the plen, st least twice ^ year (in the spring and fall). <br />Recordkemine and Internal Rcoortin¢ Proeedtnes <br />The SWMP shall identify procedure for recordlteeping sad internal reporting. <br />8. Consistency with Other Plans <br />SWMPs may reflect requirements for Spill Prevention Control and Comtermeasurc (SPCC) plans order section 311 of <br />the CWA, or Best Mamgemmt Practioes (BMPa) Programs otherwise required by a CDPS permit, urd may incorporate <br />any part of such plain into the SWMP by reference. The SWMP may rely open information developed for other similar <br />pollutim control programs, including the Mined Land Reclamation Plan. Appropriate portions of these other pleas may <br />
