PART I <br />Pegs 7 <br />Permit No. COR-040000 <br />B. STOR11iWATER MANAGEMQVT PLAN -ACTIVE MINES (tout.) <br />certification to the presort; method of on-site storage or disposal; materials management practices employed to <br />m;n;mbw contact of these materiels with stormwater runoff between July 1, 1989 and the present; <br />b. A list of significant spills and significant leaks of toxic or hazardous pollutants that occurred at the facility from <br />three years prior to permit certification to the presort; <br />c. For each mining site area that generates smrmweter discharges with a reasonable potential for containing <br />pollutants, identification of the potential pollutants which are liltely to be presort in the stormwater discharges; <br />and <br />d. A sutmnary of any existing discharge sampling data describing pollutants in the stormwater discharges. <br />5. Slormwater Quality Conlrro s <br />Each mining operation certified under by this permit shall develop a description of smrmwater quality controls appropriate <br />for that site, and implement such controls. The appropriateness and priorities of controls in the plan shall reflect <br />identified potential sources of pollutants at the mining site. The description of stormwater quality controls shall address <br />the following minimum components, including a schedule for implementing such controls: <br />a. SWMP Administrator -The SWMP shall identify a specific individual or individuals within the mining <br />orgsnintion who is responsible for developing the SWMP and assisting the mine operator in its implementation, <br />maintenance, end revision. The activities and responsibilities of the administrator should address all aspects of <br />the facility's SWMP. <br />• b. Risk Identification and Assecattent -The SWMP shall assess the potential of pollutant sources (including source <br />of proceu water that might become mixed with stormwater) at the mine to contribute pollutants to stormwater <br />discharges associated with mining activity. Each of the following shall be evaluated for the reasonable potential <br />for contributing pollutants to runoff: <br />- loading and unloading operations; <br />- outdoor storage of chemicals or equipment; <br />- outdoor milling or processing activities; <br />- historic mine drainage; <br />- tailings ponds; <br />- crushing facilities or significant dust and particulate generating activities; <br />- oa-site waste disposal praetices; and <br />- stockpiles of overburden, raw material, intermediate products, byproducts, finished products or waste <br />products; <br />Factors to consider include the toxicity of the material; quantity of chemicals used; amount of material processed; <br />the likelihood of contact with stormweter, and history of significant drainage, leaks or spills of toxic or hazardous <br />pollutants. In each case where stormweter pollution potential exists, appropriate preventive measures mutt be <br />identified end implemented. <br />c. Preventive Maintenance -The SWMP shall identify a preventive maintenance program. This progrsm shall <br />involve maintenance of stormweter management devices (maintenance of dikes separating mine drainage from <br />stormwater, cleaning oil/water separators, catch basins, etc.) as well as maintenance of equipment and systems <br />to prevent conditions that could cause breakdowns or failures resulting in discharges of pollutants to surface <br />waters. <br />d. Good Housekeeping -The SWMP shall identify good housekeeping procedures that will be followed by the <br />• mining operation. Good housekeeping requires the maintenance of a clean, orderly facility. This part of the <br />SWMP should address cleaning end maintemnce schedules, trash disposal and collection practices, grounds <br />maintenance, etc. <br />
