This road <br />begins at the mouth of Sylvester Gulch and extends northward approximately 600 feet to the top <br />western edge of the RPE perimeter. From this location a service road along the southern boundary of <br />the RPE continues to the bottom of the refuse storage area. Since the location and grade of the service <br />road into the RPE will change as refuse is added to the pile, this Haul Road Certification only applies to <br />the permanent Haul Road accessing the site. <br />• The average grade of the RPE Haul Road is approximately 7.9% with no grades exceeding 12%. Road <br />widths vary from 14 feet to 18 feet, not including turnouts, and guardrail or 3 foot high berm has been <br />installed along the full length of this road. Drainage ditches and culverts meeting or exceeding original <br />design specifications for 10 year - 24 hour storm events are in place and functional. Road side slopes in <br />unreinforced soil are generally at 2: 1, with minor exceptions, and appear stable. <br />Based upon my review and observations, I certify that this road has been constructed per the original <br />plans and specifications, as modified during construction, and meets the required design criteria for Haul <br />Roads as contained in Section 4.03.1 of the Regulations of the Colorado Mined Land Reclamation <br />Board for Coal Mining. <br />Eric W.
