Harding Lawson Associates <br />• <br />September 3, 1998 <br />Ms. Christine Johnston <br />Mountain Coal Company <br />West Elk Mine <br />Somerset, Colorado 8!434 <br />RE: Access Road Certification <br />Dear Christine: <br />Harding Lawson Associates has reviewed the three-sided building access road for access road certification. <br />The criteria for access road certification are stated in Section 4.03.2 of the Regulations of the Colorado <br />Mined Land Reclamation Board for Coal Mining. All required criteria were met for this road. There are <br />no side slopes steeper than I.SH:IV. The road has an elevation drop of 28 feet over a length of 312 feet <br />and has an average grade of nine percent. The water control system for the road was designed to safely <br />pass the peak runoff from a 10 year 24 hour precipitation even[. The road was constructed as designed and <br />in accordance with the approved plan.
