In conformance with Rule 6.4.5(2j(a), please clarify the role and responsibilities of CAl1AS <br />Colorado, Inc. in preparing specific portions of the permit area for open space and recreational <br />use. In particular, trail construction and fencing by Adams County as listed on page 1 of Exhibit <br />D - ivlining Plan. The Division sugeests that you indicate tha[ a trail and fence maybe <br />constructed by Adams County followine successful reclamation of the site. In this way, CrL4L~S <br />Colorado, Inc. is not in any way responsible for trail or fence construction prior to financial <br />warranty release. Please address these issues. <br />9. Page L of Exhibit E -Reclamation Plan indicates creation of a sealed water storage reservoir <br />approximately 231 acres in size. The reservoir shoreline will be developed concurrently with <br />mining by backfilling pit walls from a 0.x:1 to a 3:1 slope using overburden, waste soil materials, <br />and sand spoils. In accordance with Rule 6.4.5(2)(d) please describe measures to be taken to <br />ensure that backfilled slopes will be stable and able to withstand erosive wave action at the lake <br />shoreline. How will backfill material be keyed into bank slopes? What measures will be taken <br />to ensure adequate compaction of backfilled slopes? Describe backfillins with overburden, <br />waste soil materials, and sand spoils in tetras of attaining adequate compaction to prevent future <br />settling of the reservoir side slopes. <br />10. In accordance with Rule 6.4.5(2)(d), please describe plans for topsoil salvage including the <br />shape and maximum size of topsoil stockpiles, and methods for stabilization. Also, please revise <br />Exhibit C-2 Mining Plan Map to show the location(s) of where the topsoil stockpiles will be <br />Located (for assistance in determining reclamation bonding liability). <br />11. In accordance with Rule 6.4.5(2)(d), please verify the total volume of overburden to be <br />stockpiled during the maximum expected pit disturbance. This volume should be correlated with <br />the number of linear feet of pit wall to be exposed during maximum disturbance and average <br />depth of overburden to be excavated. Also, please revise Exhibit C-2 Mining Plan Map to show <br />the location(s) of where overburden stockpiles will be located. <br />12. In accordance with Rule 6.4.5(2(e)&(f), please include specific plans for reestablishmenE.of <br />wetland and/or riparian vegetation for any new wet]and areas to be reestablished as mitigation for <br />removal ofjurisdictional wetlands identified during the wetlands delineation process. <br />13. Exhibit J -Vegetation Information indicates the presence of a number of noxious weeds <br />currently on site. These include leafy spurge, russian knapweed, and squarrose knapweed. The <br />Division has also noted a strong incidence of diffuse knapweed. musk thistle, and Canada thistle <br />in nearby permitted sand and gravel operations. Therefore, in accordance with Rule 3. I. l0(6), <br />the Division requests that you submit a weed control plan For ail existing noxious weeds on site <br />and commit to implementing the weed control plan when infestations are noted during mining <br />
