The Pre-Mining Plan flap. Exhibit C-I contains a great amoun[ of information and detail. In <br />order to more effettively assess possible impac[s.[o permanent man-made structures on the <br />affected land and wi[hin 200 feet of [he affected land, the Division recommends that you submit <br />a separate map delineating only permanent man-made swctures. (Y"ou may omit groundwater <br />wells as these have already been delineated in a separate map, Figure G-1 Well Location ~Iap). <br />The structures to be delineated should correspond with the structures listed in Exhibit S. W'e <br />recommend that you include any buffer zones or setback distances to be maintained during <br />mining and reclamation as de[ermined by your engineering evaluation. <br />3. The Pre-Ivlining Plan Ivlap, Exhibit C-1 as well as Exhibit C-2, Exhibit F, and Figure G-1 <br />exclude Public Service Company's 27~ foot wide powerline Right-of-Way from the permit area. <br />References are made that the proposed slurry wall may be built through the utility R.O.W, if <br />PSCO approval is granted. Should this occur, the Division will require tha[ a permit <br />modification be submitted to revise the permit area to include those portions of the R.O.W. <br />(since the slurry wall is directly related to [he mining and reclamation operation). It appears that <br />an additional 20.08 acres would then need to be added to the permitted acreage. Please <br />comment. <br />6.4.4 E%HIBIT D - bIINING PLAN <br />4. Exhibit C-2 Mine Plan Iv1ap shows 12501inear fee[ of conveyor reaching from the plant site <br />area across the South Platte River to the Phase 3 Area. Please verify whether this is the entire <br />extent of the proposed conveyor system or will additional conveyor segments be installed to <br />connect the plant site area with the Phase la, lb, 2, & 3 Areas? If yes, please submit a revised <br />copy of Exhibit C-2 which includes these additional segments. If no, please explain how pit run <br />aggre;ate materials will be transported to the plant site area (as required by Rule 6.4.4(b)). <br />7. In conformance with Rule 6.4.4(b), please clarify the extent and location of any temporary <br />roads to be built as required for this operation. Will they be mined through or will Chey need to <br />be reclaimed? Are there any additional, permanent roads that will need to be built as required for <br />this operation? If so, what is there location and extent? Will culvetts, collection channels, or <br />other drainage controls be installed? Has a stormwater managmen[ plan been developed for the <br />site which includes road drainage? Please respond. <br />6. In conformance wi[h Rule 6.4.4(d), please clarify the maximum disturbance to be expected at <br />any one time during the operation, ie: acreage of pit disturbance and linear feet of highwall <br />exposed, acreage.oF plant site disturbance, acreage of wash pond disturbance, etc. This <br />information is necessary for calculation of an appropriate reclamation cos[.
