State Reg. <br />.~ HEALTH AND SAFETY <br />Seneco II Mine falls under the Federal Mine Safety and Health Act of <br />1977, PL 95-164. The Mine Safety and Health Administration, the <br />enforcement agency, is a part of fhe U.S. Department of Labor. MSHA <br />is required to inspect and enforce The Code of Federal Regulations 30 <br />which includes Parts 48, 71, and 77. <br />Part 48 sets forth the requirements for obtaining approval of training <br />programs and specifies the type of training including: new employee <br />orientation for non-experienced miners, orientation of newly employed <br />experienced miners, annual refresher course for all miners, hazard <br />training for non-employees coming onto mine property and task training <br />for employees who are assigned new jobs temporarily. <br />Part 71 of CFR 30 sets forth standards for dust, noise, sanitary toilet <br />facilities, change rooms, sanitary toilet facilities at surface work areas, <br />•~ and drinking water. These standords are spelled out in terms of the <br />concentration of respirable dust to which a miner can be exposed and the <br />general requirements for noise level exposure. The size, location, and <br />number of the change rooms, sanitary flush toilets, portable toilets, <br />showers, hand lavatories, and lockers are based on the number of <br />employees. An adequate supply of drinking water and cups shall be <br />provided in marked disinfected containers. <br />Part 77 deals with the mandatory safety standards. This Part is divided <br />into 20 subparts with sections under each subpart. The subparts listed <br />are qualified and Certified Persons, Surface Installations, Thermal <br />Dryers, Safeguards for Mechanical Equipment, Electrical Equipment- <br />General, Training Cables, Grounding, Surface High-Voltage Distribution, <br />Low and Medium-Voltage Alternating Current Circuits, Ground Control, <br />Fire Protection, Maps, Explosives and Blasting, Man Hoisting, Auger <br />Mining, Loading and Haulage, Miscellaneous, Trolley Wires and Trolley <br />Feeder Wires, Slope and Shaft Sinking and Approved Books and Records. <br />2-12 <br />
