Unnecessary <br />human activity will not be permitted in areas important for winter <br />range, cover, watering holes, breeding and nesting, and fawning. <br />Fencing of Roadways <br />As discussed under Section 779.20, important wildlife migration <br />corridors do not cross the proposed roadways (Map 21, North Park Big <br />Game Distribution). Therefore, artificial mitigation measures such <br />as fencing are unnecessary. <br />Habitats of Unusually Hiah Value <br />Habitats of unusually high value to fish and wildlife, as described <br />in Section 780.16 (b) (3) and 779.20, include the sage grouse <br />breeding-nesting complex and associated wintering areas at the Kerr <br />Mine Area. These habitats will be restored through implementation <br />of the Reclamation Plan set forth under Section 780.18 and the Fish <br />and Wildlife Plan under Section 780.16. The only two habitats with <br />high value within the permit area are the Raven Lek, and the sage <br />grouse winter range area, as shown on Map 22, North Park Avian <br />816-116 <br />
