IV.H.2 Emalovee Parkins Lots Parking lots are provided at the "D" Portal area to handle a maximum <br />of 350 cars (maximum expected number of vehicles during the shift change of the maximum size shifts). <br />Parking is provided at the administration building, and the preparation plant for the maximum number of <br />cars expected at these locations. These parking lots are paved and the base of the parking lots <br />constructed in a fashion similar to the haul road. <br />A parking lot is provided, as shown on the railroad layout site plan adjacent to the maintenance building. <br />The initial construction activity in this area involved the railroad loop, and the clearing and stripping of <br />topsoil. The lot was sized for 100 vehicles and is of asphalt construction over a base similar to the <br />access road. Parking is provided for at the transfer houses, coal slot storage building, and train loadout <br />facility for limited use by people utilizing the facilities. The layout of these parking lots is shown on the <br />above mentioned drawings. They are also of gravel construction similar to the access road. <br />The parking lots were constructed immediately after site grading and served as lay-down and work <br />areas for the construction of adjacent facilities. <br />Drainage facilities for the above areas are included in the maps in the permit application. <br />The parking lots will be removed following the cessation of mine operations. The pavement and gravel <br />base will be plowed up and covered during regrading operations. <br />• Laydown pads, work areas, and walkways at the mine entries, railroad loadout area and various facilities <br />were constructed in a fashion similar to the parking lots. <br />IV.H.3 Roads The roads in the Deserado Mine consist of haul roads for refuse transport and the loop <br />road associated with the coal laydown area near the overland conveyor transfer station #2, access roads <br />and light use roads. Rio Blanco County Road 65 also crosses the permit boundary. However, it is a <br />public road and it is not a part of Deserado permitted roads and will not be included in the post-mine <br />reclamation. Section IV.D.2 Transportation System discusses the refuse haul road. <br />The mine permit area includes the following access roads: (i) the interplant roads, (ii) the water storage <br />tank road, (iii) the alluvial wells access roads to the double gate, (iv) the East portal road, (v) the <br />explosive storage area road, (vi) the railroad loadout road north of the County Rd. 65, (vii) the railroad <br />loop maintenance road, and (viii) the D Portal access road. The alignments of these roads are shown <br />on Maps 24, 27, 35, 53, 54, 88, 91 and 106-113. These roads generally meet the requirements of <br />Section 4.03.2. An exception is the alignment in certain sections of the railroad loadout road. Since the <br />road was also built as the conveyor maintenance road, it does not conform to the location criteria of <br />Section 4.03.2(2)(a). However, this road meets the alternative design criteria of Section 4.03.2(1)(e). <br />The road has proven to be environmentally sound in that no detrimental problems have been observed <br />during its use since 1982. <br />• Rev.
