Mines Information Circular IC-8758/1977 entitled "Design of Surface Mine Haulage Roads-A Manual" <br />using a standard AASHTO HS-20 loading. Cross-sections are shown on Map 28. Rio Blanco County <br />replaced the previous bridge with a two lane bridge. <br />Culverts were sized using the same procedures as discussed in Section IV.D.2 for the Refuse Haul <br />Road. Typical culvert and ditch calculations are shown in Illustrations 2 and 3. The drainage area for <br />the culvert at the bottom of Scullion Gulch is shown on Map 21. Calculations for this culvert are included <br />in Illustration 11. <br />As shown on Maps 9 and 10, there was very little topsoil along the county road. However, all available <br />topsoil was stripped prior to excavation or embankment construction and used in reclamation of cut and <br />fill slopes along the county road not exceeding 5v:1h slopes. Topsoil will not be applied to the steep <br />slopes if they are in rock or if they can be successfully revegetated without application of topsoil. The <br />county road will not be reclaimed at the cessation of mining. <br />Approximately 2.3 acre-feet of topsoil was stripped during widening of the county road. It was <br />temporarily stored along the road during construction of the road. After topsoil was spread on cut and fill <br />slopes, it was mulched and seeded. Construction procedures were similar to those discussed under <br />Section IV.D.2 for the haul road. <br />County Road 65 including the upgraded segment is a public road maintained by the county. This road <br />will be retained for the post-mining land use. It does not qualify as a 'road' subject to the regulation. <br />IV.H Ancillary Facilities <br />Ancillary facilities for the mine operation include an administration building at the "D" Portal area, <br />employee parking lots and various access and maintenance roads. <br />IV.H.1 Administration Building The administration building is located at the "D" Portal area. The <br />building contained offices for the mine managers, engineers, surveyors, draftsmen, personnel director, <br />clerks and accountants. This building is now used for storage. All offices have been moved to the <br />Change House building. The building is one story high and occupies a ground area of approximately 80 <br />feet by 100 feet. The building is metal framed with brick sheathing. It is set on concrete footings and <br />has a concrete floor slab. <br />Upon the cessation of mine activities, the building will be dismantled and removed.
