For its entire length along the conveyor, the railroad loadout road has additional width on the east <br />shoulder to allow maintenance vehicles to pull off the traveled way adjacent to the conveyor. Beyond <br />All road design criteria as listed were strictly followed where site conditions permit. The one exception <br />was the alignment which followed alongside and parallel to the conveyor and in the same cut and fill <br />section as the conveyor in order to provide ready access to maintenance men and equipment. Typical <br />cut and fill cross sections of the roads and conveyor are shown on Maps 54, 67, 68, 107, 108, 112 and <br />139. <br />the last transfer house, this road provides two-way access to the train loadout and maintenance facilities. <br />Access from the loadout area to the mine is south from the loadout area along the conveyor to the mine <br />refuse haul road, then southwest along the mine refuse haul road to the mine. The maximum speed for <br />these roads is 30 mph and stop signs have been installed at the mine refuse haul road and the County <br />Road. No-passing signs have been installed along both roads. The western embankment of the refuse <br />haul road near County Road 65 was cut to improve visibility of eastbound traffic. <br />The mine permit area includes the following light use roads: (i) roads crossing between refuse areas, (ii) <br />roads to drill sites including vent hole sites, (iii) the road south of County Rd 65 to its terminus at the cut <br />slope above the bathhouse used for conveyor maintenance, (iv) the alluvial road past the double gate to <br />the wells, (v) the road to the north of the slot storage bench and (vi) the road to the B-Vent shaft. These <br />roads meet the requirements of Rule 4.03.3. <br />• Alight use road approximately 2410 feet long was constructed from the existing Deserado Mine Haul <br />Road to the B-Vent shaft site as shown on Map 151 with a plan and profile view of the road shown on <br />Map 152. This light duty road was 12 feet wide and graveled to allow all weather access to the shaft <br />site. <br />Construction specifications were in accordance with the applicable sections of the regulatory agency <br />design criteria listed above. Each construction contract document bound the contractor to the applicable <br />sections of the regulatory documents pertaining to construction. The initial construction activity <br />consisted of clearing and grubbing all woody vegetation from the construction right-of-way. The material <br />cleared and grubbed was piled in areas off the right-of-way so as to be useful habitat in promoting <br />wildlife. Next, topsoil was removed and stockpiled close to the access road and in areas not affected by <br />wind and rain erosion. Such construction method will be adhered to for all roads except the light use <br />road where topsoil removal will not take place unless deemed necessary under section 4.03.3(3)(f). <br />The stockpile locations and volumes contained are shown on the plan and profile drawings. Following <br />removal of woody materials and topsoil, grading operations for cut and fill sections commenced for the <br />road and conveyor. Culverts were installed in low areas during this operation and properly bedded so <br />as to ensure their integrity, along the slope of the existing drain channel.
