However, the reality of ft.lling these reservoirs in winter is that the canals used to fill them are highly susceptible to cold weather and have icing problems that do not allow them to divert. This gravel pit will be adjacent to the river and not dependent on canals for filling. This allows a junior right the opportunity to divert water when a senior right cannot. Obviously a drought situation would diminish this ability, but this is even true of senior diverters. Secondly, there are numerous sources of water that can be obtained or used to supplement this diversion. The Platte River below Denver has a considerable volume of sewage effluent that comes from trans-basin diversions. In the past, this water has been allowed to flow out of the Metro No. 1, Northglenn, Westminster, and Brighton treatment plants and run down the river to Nebraska. This can be considered a lost opportunity since trans-basin water can be reused to extinction.
