However, the reality <br />of ft.lling these reservoirs in winter is that the canals used to <br />fill them are highly susceptible to cold weather and have icing <br />problems that do not allow them to divert. Obviously a <br />drought situation would diminish this ability, but this is even <br />true of senior diverters. <br />Secondly, there are numerous sources of water that can be <br />obtained or used to supplement this diversion. The Platte River <br />below Denver has a considerable volume of sewage effluent that <br />comes from trans-basin diversions. In the past, this water has <br />been allowed to flow out of the Metro No. 1, Northglenn, <br />Westminster, and Brighton treatment plants and run down the river <br />to Nebraska. This can be considered a lost opportunity since <br />trans-basin water can be reused to extinction. <br />
