It is going to <br />be one of who the fortunate entity is that is going to use the <br />reservoir. Enclosed is a copy of a recent filing in Water Court <br />Case 89CW233 on the South Platte River. In it you see seven <br />different gravel pits that have had filings placed on them for <br />use as storage reservoirs. This would indicate sufficient <br />interest and viability in achieving the afteruse proposed. <br />5.a. The clay generated on-site will come from two sources. <br />Suiteible overburdens will be stockpiled as stripping is done for <br />reuses as the liner. This material will be clay lenses deposited <br />by the Platte River during floods. Additional material will <br />come from the claystone bedrock that underlies the gravel <br />deposit. Dry mining will expose this bedrock to the atmosphere <br />which encourages air slaking. This material turns into a plastic <br />clay that is impermeable. <br />b. The clay will be placed in a zoned earthfill construction <br />that will isolate the impermeable barrier. <br />c. Design specifications have not been finalized. The <br />specification that has to be met by the State Engineer is not <br />difficult. The permeability as compared to that required on <br />solid. waste landfills is much easier to achieve with standard <br />compaction techniques and careful placement of material. <br />Alternate techniques for constructing the liner such as the <br />importation of bentonite or the use of man-made liners can be <br />done. However, based on the experience of similar operations in <br />the area, it is highly unlikely the liner would not meet <br />specifications. The Adolph Coors Company has successfully lined <br />several gravel pits with this technique using on-site materials. <br />We will submit final design drawings to MLRD once they have been <br />finalized. <br />0~ <br />'k <br />
