10 percent or must show adequate protection on all valves and lines to prevent damage and
potential spill from impact by machinery, etc.
18. The application indicates that no hazardous materials will be stored or used on site. This is not
possible with fuel tanks for processing machinery and asphalt batch plant materials being used
and stored there. Please revise this statement accordingly.
19. Please submit a tamarisk and Russian olive management plan for this site.
Exhibit E -Reclamation Plan
20. Please provide details for compaction of fill material in highwall backfilling and peninsula
construction operations.
21. To improve the proposed wildlife habitat, DMG recommends that the pit slopes grade be varied
from 3H:1 V to 6H:1 V.
22. Please revise the reclamation plan so it specifies ripping only in areas to be topsoiled and
revegetated. The ripping should be performed immediately prior to topsoil replacement.
23. Please revise the revegetation plan to specify leaving heavy furrows in the tilled topsoil to provide
moisture concentration and shade areas that promote better conditions for successful vegetation
establishment.
24. The reclamation plan indicates that revegetation will be considered adequate when erosion is
controlled and noxious weeds are not present in significant amounts. Though this is a key criteria
of the reclamation goal, the operator must be aware that revegetation of the site will not be
considered successful until it meets the requirements of rule 3.1.10,
25. In fhe absence of documentation that provides reasonable assurance houses will be constructed
on the peninsulas, DMG will require that they be revegetated to rangeland and meet the
requirements of the reclamation plan and Rule 3.1.10 to be released.
26. The final contours of the site should indicate grading toward the pit to address sediment control
during reclamation and vegetation establishment.
27. Please specify timing for application of seed. Include timing during the year and with respect to
completion of backfilling and topsoil application for each phase.
Exhibit F -Reclamation Plan Mao
28. Please indicate the wetland area on the reclamation plan map.
Exhibit G - Water Information
29. Please commit to not mining within 2 feet of the average upper limit of the water table until the
augmentation plan and well permit for the pit have been secured.
30. Please address the requirements of Rule 6.4.7(2)(a} regading wells, stack ponds, and springs.
31. Please affirmatively state in this exhibit, if an NPDES permit has been applied for or secured for
this operation.
