Map C-2 does not show the proposed various locations for the processing plant as specified in <br />the mine plan, does not show the shop, and none of the maps show sediment control ditches, <br />flow directions, etc. for managing sediment off the topsoil pile, roads, and office/plant area. <br />Please correct these discrepancies. <br />7. Please revise map C-2 Yo show where roads and other affected areas will be located within the <br />permit area but outside the active pit, le: haul roads out of the pit and across to the office/plant <br />area and the maximum extent of the affected area for the office/plant area within Phase 12, prior <br />to mining of that phase. <br />Exhibit D - Mining Plan <br />8. Please describe where and how haul roads within the permit area will be constructed and how <br />they will change during the course of mining. <br />9. Please specify the underlying stratum. If Mancos shale, please describe measures to be <br />implemented to prevent exposing the shale to oxidization potentially increasing selenium loading <br />in the groundwater. <br />10. The site contains several soil types. Some of the soils are comprised of good growth medium <br />and some, such as the Wet alluvial, the Salorthids, and the Colona complex have poor quality for <br />plant growth due to high clay content. Soil salvage should take into account these soil <br />characteristics and propose for salvage of the better soils for replacement as the growth medium <br />for reclamation. Additionally, the "good" soils have a typical depth of five feet and cover a <br />majority of the site. Therefore, a proposed replacement depth of two inches is unacceptable. <br />Please revise the mining and reclamation plan to account for topsoil salvage and replacement <br />depths of minimum 6-12 inches. The stockpile volume may need to be adjusted accordingly. <br />11. Please indicate if topsoil or fill material will be secondary commodities sold from this site. <br />12. Please specify maximum disturbed area at any one time during the mining operation. Please <br />break these figures down by area, ie: office/plant area, infernal roads, active pit area, and pit in <br />various stages of reclamation. <br />13. Please describe how inflow into the pit will be managed through to the discharge location. <br />14. Please demonstrate how operations will be managed and what monitoring program will be <br />conducted to ensure groundwater levels do not fluctuate more than two feet at the location of <br />large trees on land adjacent to the proposed permit area. <br />15. Page D-2 indicates that a sediment pond will be constructed prior to mining below the water table. <br />Please revise this wording to indicate the sediment pond will be constructed prior to discharge of <br />water from the site. <br />16. Please describe, in detail, the wash plant water and sediment handling process. Please include <br />sediment cleanout and disposal and address measures that will be taken to minimize adverse <br />affects to the hydrologic balance, including affects of selenium loading. <br />17. Please describe the secondary containment specified for the asphalt plant, crusher plant and <br />wash plant fuel tanks. Double wall tanks themselves are not considered adequate secondary <br />containment and must be stored within a basin capable of containing the volume of the tank plus <br />
